(2) Main features
The data in the first half of 2022 mainly presents five characteristics:
First, the trend of intellectual property creation is stable. In the first half of the year, affected by the epidemic and other factors, domestic intellectual property applications such as patents, trademarks, and integrated circuit layout designs showed a trend of first declining and then rising, and were generally stable. Taking Shanghai as an example, invention patent applications in June reversed the previous downward trend, and the month-on-month data picked up. Local intellectual property management departments and innovation entities have actively overcome the impact of the epidemic, and their innovation and creativity capabilities have been restored.
Second, domestic enterprises have strong innovation vitality. As of the end of June 2022, the number of domestic companies in my country with valid invention patents reached 325,000, a year-on-year increase of 20.3%; the number of valid invention patents was 2.107 million, a year-on-year increase of 22.0%, which is 4.5 percentage points higher than the national average growth rate. Among them, 155,000 are high-tech enterprises and "little giant" enterprises that specialize in new technologies, with 1.334 million valid invention patents, a year-on-year increase of 23.4%. They account for 47.8% of domestic enterprises and produce 63.3% of the valid invention patents of domestic enterprises. quantity and maintain strong innovation vitality.
Third, patent and trademark pledge financing has become more inclusive. In the first half of the year, the national patent and trademark pledge financing amount was 162.65 billion yuan, a year-on-year increase of 51.5%, benefiting 9,760 companies, a year-on-year increase of 68.0%. Among them, inclusive loans of less than 10 million yuan benefited 6,951 small and medium-sized enterprises, accounting for 71.2% of the total number of enterprises, a year-on-year increase of 111.7%. Patent and trademark pledge financing services have obvious characteristics of "small and micro" and are more inclusive.
Fourth, the scale of the geographical indication industry is expanding. As of the end of June 2022, my country has approved the use of 19,000 market entities for special signs of geographical indications, an increase of more than 6,000 compared with the same period last year. The scope of the pilot reform of special signs for geographical indications has been expanded from 12 provinces to 20 provinces, involving 1,951 products, accounting for 82.9% of the total number of domestic geographical indication protected products. The number of market entities using special signs for geographical indications continues to increase, and the application and approval procedures for the use of special signs continue to be optimized, which has played an important role in driving the development of local characteristic industries and promoting rural revitalization.
Fifth, patent reserves in emerging technology fields have been strengthened. As of the end of June 2022, the top three technical fields with the number of valid invention patents in my country are computer technology, measurement and digital communications, accounting for 9.4%, 7.6% and 6.8% of the total respectively; the top three growth rates are information Technical management methods, computer technology and medical technology increased by 78.5%, 32.3% and 27.1% respectively year-on-year. The enhancement of patent reserves in emerging technology fields supports the digital transformation of the economy and society, and also improves the health and well-being of the people.
The above is the relevant situation. Below, we would like to answer your questions on relevant content. Thanks.

CCTV reporter from China Central Radio and Television Station:
We all know that this year marks the 40th anniversary of the promulgation of the Trademark Law, and currently there are more than 40 million valid trademark registrations. I would like to ask, what specific role does trademark work play in promoting economic and social development? Thanks.
2022-07-12 15:14:30
Hu Wenhui:
Thank you for your attention to trademark work. The Trademark Law of the People's Republic of China, enacted in 1982, is the first specialized law on intellectual property promulgated after my country's reform and opening up, and is a milestone in the construction of my country's intellectual property legal system. In response to the new trends and situations in economic development, the Trademark Law has been revised four times in the past 40 years, effectively protecting the exclusive right to registered trademarks, effectively safeguarding the market order of fair competition, and laying the foundation for a comprehensive, coordinated, and sustainable economic and social development in our country. sustainable development and played a positive role.Mainly reflected in the following aspects.
First, market entities have an enhanced sense of gain. Along with economic development, the number of trademark applications and registrations in my country has maintained rapid growth for many years. In 2015, the "cumulative number of trademark applications, cumulative number of trademark registrations and number of valid registered trademarks" exceeded 10 million for the first time. At the same time, the State Intellectual Property Office continues to strengthen its trademark review capabilities. In 2021, the annual trademark registration review volume will exceed 10 million for the first time, stabilizing the trademark registration cycle under normal circumstances at 7 months, which has greatly improved the sense of gain for market entities. This is the first aspect.
Second, foreign investment confidence in China has increased. The implementation and continuous improvement of the Trademark Law have enhanced the confidence of foreign investors in operating and developing in China. In the year when the Trademark Law was implemented, there were less than 2,000 foreign trademark applications in China. In 2007, the number of applications exceeded 100,000 for the first time, reaching 258,000 in 2021, with an average annual growth rate of 14.2%. As of the end of June this year, market entities from more than 200 countries or regions had valid registered trademarks in China, among which market entities from the United States, Japan, Germany, the United Kingdom, and South Korea ranked in the top five in terms of the number of valid registered trademarks.
Third, the trademark, brand value and social benefits continue to emerge. From the perspective of brand value, among the top 500 most valuable brands in the world by Brand Finance in 2022, 84 are from China, ranking second in the world, involving finance, technology, food, engineering, logistics and other fields, with a total value of Reaching US$1.6 trillion. From the perspective of social benefits, in the work of trademark enrichment and rural revitalization, geographical indication collective trademarks, certification trademarks and regional public brands have effectively assisted the cultivation of characteristic industries and become the "money bag" and "money tree" for farmers to increase their income, exploring the means of rural revitalization. new way out.
Of course, with the rapid economic and social development, problems of malicious registration and hoarding of trademarks have also emerged. In recent years, the State Intellectual Property Office has intensified its governance efforts, carried out special operations to combat malicious trademark registration, and regularly cracked down on malicious trademark hoarding. The trademark registration order has been further standardized and the market environment has been purified.
In the next step, our office will continue to strictly follow the provisions of the Trademark Law and do a good job in trademark registration and protection, providing a strong guarantee for protecting market entities, stabilizing the economic market, and continuing to stimulate market vitality. Thanks.

Reporter from China Central Radio and Television Station:
The protection of geographical indications has a very close relationship with the common people. The pilot work on the reform of special signs for geographical indications was also mentioned in the announcement just now. Can you give a detailed introduction to the relevant work?
2022-07-12 15:22:02
Zhang Zhicheng, Director of the Intellectual Property Protection Department of the State Intellectual Property Office:
Thank you for your question. The reform of the approval of the use of special signs for geographical indications is an important measure taken by the State Intellectual Property Office to deepen the reform of "decentralization, regulation and service" in the field of intellectual property. It mainly decentralizes the authority to approve the use of special signs to the provincial-level intellectual property management department for approval. It was also announced that it would be more convenient for market entities to use standards and management by administrative departments to be more direct. At present, this work has been carried out in two batches of pilots, of which the second batch of reform pilots was just launched not long ago. This reform pilot mainly presents the following characteristics:
First, the pilot coverage is wider. The number of pilot areas increased from 12 provinces in the first batch to 20 provinces, and the number of geographical indication protected products increased from 1,218 to 1,951, accounting for 51.8% of the total number to 82.9%. This reform pilot further optimizes the approval process, reduces the approval process, streamlines application materials, and shortens the approval cycle to more efficiently meet the standard needs of geographical indication product manufacturers, so that the results of the pilot can benefit a wider range of market entities.
Second, the pilot tasks are more focused. This reform pilot clearly requires that each pilot locality should take the opportunity to carry out pilot work, adapt to the new situation, grasp new needs, focus on practical exploration, innovate mechanism models, and promote the coverage rate of market entities to use geographical indications to reach more than 80%. In accordance with the principle of "whoever approves, who supervises", a supervision mechanism for the use of special signs of geographical indications should be formed based on credit supervision, with "double randomization, one disclosure" and "Internet + supervision" as basic means, and supplemented by key supervision. .
The third is to involve more in-depth business. This time, we will continue to deepen the reform pilot work and select the first batch of five places with excellent experimental results. On the basis of better completing the preliminary work and based on the actual situation of local geographical indication protection work, we will explore the establishment of a catalog of abnormal use of special signs for geographical indications. Establish a working system for the cancellation of the use of special signs for geographical indication products and organize its implementation, and promote the inclusion of the use of special signs for geographical indications into credit supervision in the field of intellectual property in accordance with the law.
The fourth is to fully reflect policy incentives. The "Notice of the General Office of the State Council on Supervising and Encouraging Places with Obvious Results in the Implementation of Relevant Major Policies and Measures in 2021" clarifies that the places with outstanding results in intellectual property work in 2021 are Beijing, Shanghai, Jiangsu Province, Zhejiang Province and Hubei There are five provinces and cities in the province. At the same time, it is clear that priority support will be given to places with outstanding results in carrying out pilot reforms for the approval of the use of special signs for geographical indications. This second batch of reform pilots resolutely implements the State Council's inspection and incentive work requirements, fully reflecting the incentives and encouragement for places with outstanding achievements in intellectual property work.
Thanks.

The Paper reporter:
Accelerating the transformation and application of patents is very important to provide new momentum for economic development. Currently, there are many patents in universities and colleges that are in urgent need of transformation, but at the same time, small, medium and micro enterprises are also facing the problem of lack of technology. What work has the State Intellectual Property Office done to connect the needs of universities and colleges with small, medium and micro enterprises and promote the transformation and transfer of intellectual property rights? Thanks.
2022-07-12 15:27:12
Lei Xiaoyun, Director of the Intellectual Property Utilization Promotion Department of the State Intellectual Property Office:
Thank you for your question. The transfer and transformation of intellectual property rights is a very important task, which is of great significance for improving the innovation capabilities of small and medium-sized enterprises and cultivating new momentum for development. As you just said, in terms of patent transfer and transformation, there is a "dilemma" between the "difficulty in transforming" the achievements of universities and colleges and the "difficulty in acquiring technology" for small and medium-sized enterprises. In recent years, the State Intellectual Property Office has taken a series of measures in terms of policy guidance and institutional supply to accelerate the transformation of intellectual property rights into real productivity.
The first is to further promote the special plan for patent conversion. In March last year, the State Intellectual Property Office and the Ministry of Finance jointly issued the "Notice on Implementing the Special Plan for Patent Transformation to Support the Innovation and Development of Small and Medium-sized Enterprises". 30 provinces responded positively and launched the implementation of the special plan. In May this year, the two departments issued the "Notice on Doing Relevant Work on the Special Plan for Patent Transformation in 2022" to continue to further promote the implementation of the special plan and have successively identified 16 provinces with outstanding results for key support. Relevant localities have achieved good results by promoting the transformation and implementation of patented technologies from universities and colleges to small and medium-sized enterprises in terms of broadening supply channels, stimulating transformation vitality, smoothing the connection between supply and demand, and improving supporting services. According to statistics, in 2021, the number of patent transfer licenses granted by universities and colleges across the country reached 27,000, a year-on-year increase of 33%, which is nearly twice the overall growth rate of patent transfer licenses nationwide. Among them, the number of patent transfer licenses of universities and colleges in 16 key provinces, the number of transfer licenses to small and medium-sized enterprises, and the number of enterprises benefiting all account for about 90% of the country's total. The guiding role and implementation results in promoting patent transfer and transformation are remarkable.
The second is to accelerate the implementation of the open patent licensing system. Patent open licensing is a new system created by the fourth revision of thePatent Law. It is a simple and fast "one-to-many" licensing method, which helps to promote the docking of supply and demand, improve negotiation efficiency, reduce institutional transaction costs, and facilitate the transformation and application of patents. Provides new ways and new models. Since the beginning of this year, in order to promote the smooth start and efficient operation of the patent open licensing system, the State Intellectual Property Office has held a special meeting to study and deploy the implementation of patent open licensing. The Intellectual Property Office issued the "Patent Open Licensing Pilot Work Plan" and plans to mobilize more than 100 colleges and universities to participate in the pilot by the end of 2022 and achieve more than 1,000 patent licenses, effectively improving the effectiveness of patent transformation. At present, 13 provinces have issued pilot plans, and 6 provinces have organized 77 universities to screen and publish 3,375 patents for open licensing. They have been accurately matched and pushed to 19,000 small, medium and micro enterprises, and 587 licensing contracts have been reached.
In the next step, the State Intellectual Property Office will conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, solidly promote the implementation of the special plan for patent conversion and the patent open licensing system, release patent implementation licensing contract filing data, and introduce national standards for patent evaluation guidelines to provide open licensing Pricing provides methodological guidance and data reference, and works in both directions from the supply side of universities and institutions and the demand side of small and medium-sized enterprises to promote the transformation and effectiveness of innovative achievements of universities and institutions, and promote stable and healthy economic development. Thanks.

China News Service reporter:
I would like to ask about the great impact of the epidemic on enterprises, especially small and medium-sized enterprises. Director Hu just announced that the State Intellectual Property Office has introduced a series of policies and measures to help companies bail out and stimulate their innovation vitality, and has achieved certain results. Can you introduce specific policies and measures? What are the results? Can you give me an example? Thanks.
2022-07-12 15:31:57
Hu Wenhui:
Thank you for your question. Let me answer this question. As you just mentioned, since this year, in order to coordinate the promotion of epidemic prevention and control and economic and social development, the State Intellectual Property Office has resolutely implemented the important instructions and instructions of General Secretary Xi Jinping that "the epidemic must be prevented, the economy must be stable, and development must be safe" The Party Central Committee and the State Council have made decisions and arrangements to proactively play the positive role of intellectual property in helping enterprises to bail out. At the end of May, we issued the "Notice on Accelerating the Implementation of Intellectual Property Policies and Promoting Efficiency to Promote Stable and Healthy Economic Development", which further clarified 4 12 specific measures in various aspects provide strong support for promoting stable and healthy economic development. Let me briefly introduce these four aspects.
The first is to accelerate the release of the financial effects of intellectual property policies. We implement a patent annual fee payment extension policy, which benefits 1.166 million patentees and covers 6.6 million patents. Specifically, the expiration date for the payment of patent annual fees (excluding the first-year annual fee after authorization) is from June 15, 2022 to December 31, 2022, that is, from June after we issued the "Notice" From the 15th to the end of the year, patent rights that enjoy my country's patent fee reduction policy will automatically extend the expiration date for the patent annual fee payment to June 15, 2023, and no late payment fees will be incurred during this period, allowing market entities to directly reduce the burden. Reflected in "books". In addition, we will push forward the intellectual property funding policy and make full use of the award and subsidy funds from the patent conversion special plan and the existing funds of intellectual property operation projects to benefit enterprises and stabilize market expectations.
The second is to effectively bring into play the effectiveness of the intellectual property system. Based on the principle of "facilitating services and reducing burdens", we will give full play to the joint effects of a series of mechanisms such as priority review of patents, rapid review of trademark registration applications, and pilot projects for rapid handling of disputes at protection centers to continue to boost the innovation confidence of market entities. Up to now, 2,572 patent applications related to epidemic prevention and control have been prioritized for review, 393 related trademarks have been quickly reviewed, and eligible collective and certification trademark registrations and geographical indication products in areas greatly affected by the epidemic have been reviewed. Certification and other advance review. Increase the publicity and promotion of the Hague Agreement on the International Registration of Industrial Designs, encourage innovative entities to make good use of the Hague system, and improve the efficiency of the global layout of industrial designs.
The third is to accelerate the realization of the value of intellectual property rights. Continue to carry out intellectual property pledge financing activities to benefit enterprises in the park, make full use of inclusive financial policies, and increase financing support for small, medium and micro enterprises. I also mentioned in the release just now that in the first half of this year, the amount of patent and trademark pledge financing in my country reached 162.65 billion yuan, benefiting 9,760 companies, of which 70% were small and medium-sized enterprises benefited by inclusive loans of less than 10 million yuan. Many, specifically 6,951, accounting for 71.2%. At the same time, we are also implementing patent open licensing pilots in multiple provinces and cities to reduce technology acquisition costs and transaction costs, and help bridge the "last mile" of the transformation of innovative achievements. Carry out special patent navigation services to improve the innovation efficiency of small and medium-sized enterprises and enhance development momentum.
The fourth is to continue to optimize the intellectual property service mechanism. To provide more convenient services with “less legwork and less contact”, we rely on the State Council’s client applet to enable handheld inquiries on patent announcements and trademark announcements, dynamically adjust window service measures, and smooth online processing channels. Open a green channel for patent and trademark pledge registration, carry out in-depth "Intellectual Property Services Tour",and open intellectual property service tools to distressed market entities free of charge to better meet the development needs of market entities during the epidemic.
The above are the main measures carried out in four aspects. In the next step, our office will further tap the potential of intellectual property policies to provide better services to assist epidemic prevention and control and promote economic development. Thanks.

Zhonghong.com reporter:
At present, the patent protection and reserves in my country's emerging technology fields are constantly increasing, which also supports the development direction of our country's economic and social digital transformation. The Intellectual Property Office has taken many measures to stimulate and protect the innovative vitality in the digital economy. What are the results? What are the specific next steps? Thanks.
2022-07-12 15:36:45
Ge Shu, Director of the Strategic Planning Department of the State Intellectual Property Office:
Thank you for your question. Since the 18th National Congress of the Communist Party of China, the Party Central Committee and the State Council have attached great importance to the development of digital economy. The national "14th Five-Year Plan" outline proposes to create new advantages in the digital economy and cultivate and expand emerging digital industries such as artificial intelligence, big data, blockchain, cloud computing, and network security. In recent years, my country's digital economy and other emerging technology fields have been booming. As Director Hu just mentioned, the creation and reserves of independent intellectual property rights in related fields are also increasing.
Judging from the overall situation of the core industries of the digital economy, as of the end of 2021, the number of valid invention patents in my country's core industries of the digital economy reached 977,000, which was 2.8 times that of 2016, accounting for 35.2% of the domestic valid invention patents. From the perspective of regional distribution, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and the Beijing-Tianjin-Hebei region present a "three powerful" situation. The effective number of invention patents in the core industries of the digital economy in the three regions accounts for 72.4% of the domestic total; the development potential of the Chengdu-Chongqing region It is large and has the fastest growth rate, with an average growth rate of 27.9% in the past five years. From the perspective of innovation entities, the effective number of invention patents in the core industries of the digital economy of enterprises accounts for 73.1% of the domestic total, becoming the main force driving the development of my country's digital economy.
At the same time, my country is also showing a good development trend in the key core technology fields of the digital economy. Taking artificial intelligence as an example, in 2021, my country's authorized artificial intelligence invention patents from the world's five major intellectual property offices in China, the United States, Europe, Japan and South Korea will reach 57,000, which is 5.1 times that of 2016, with an average annual growth rate of 38.5%. Recently, a report released by the German Patent and Trademark Office also shows that in 2021, in digital communication and other technical fields related to digitization, the number of published patent applications from China in Germany increased significantly compared with the previous year, and its dominant position continued to be consolidated.
Currently, our country is vigorously promoting the construction of digital economy, digital society, and digital government, and digital development is further accelerating, which also puts forward new requirements for the protection of intellectual property rights in the digital field. In the next step, the State Intellectual Property Office will conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, carry out in-depth research and practical exploration of the intellectual property protection system in new fields and new business formats such as big data and artificial intelligence, promote the implementation of data intellectual property protection projects, and enhance digital The core driving force of economic innovation and development helps create new advantages in my country's digital economy. Thanks.

China Youth Daily reporter:
As far as intellectual property protection is concerned, the sooner and faster the infringement is stopped, the more market advantage the right holder can maintain. Please tell me, what work has the State Intellectual Property Office carried out recently in terms of promoting rapid coordinated protection, improving the efficiency of rights protection, and reducing the cost of rights protection? Thanks.
2022-07-12 15:38:20
Zhang Zhicheng:
Thank you for your question. In order to effectively improve the efficiency of intellectual property protection and reduce the cost of rights protection, the State Intellectual Property Office continues to promote the rapid collaborative protection of intellectual property rights.
On the one hand, support local governments in building intellectual property protection centers and rapid rights protection centers, and provide market entities with “one-stop” intellectual property protection services that integrate rapid pre-examination, rapid rights confirmation, and rapid rights protection. Up to now, 27 provinces (autonomous regions and municipalities) have established 57 intellectual property protection centers and 30 rapid rights protection centers.Recently, our office has also made full use of the "one-stop" comprehensive protection platform of the Protection Center and Rapid Rights Protection Center to carry out pilot work on rapid settlement of intellectual property disputes, and identified 9 provinces, 16 cities and 3 counties as the first batch of pilot areas. In accepting different types of After a request for rights protection in an intellectual property dispute is made, the case will be diverted and processed quickly based on the circumstances of the case and on the premise of complying with relevant laws and regulations.
On the other hand, the State Intellectual Property Office, in conjunction with the Ministry of Justice, has carried out the standardization of administrative adjudication of patent infringement disputes. Administrative adjudication of patent infringement disputes has the characteristics of high efficiency, low cost, and strong professionalism. It is effective in settling disputes in a timely manner and maintaining social stability. played a positive role. According to statistics, the average handling period for administrative adjudication cases is about 2 months, which is 1 month shorter than the statutory time limit. Administrative adjudication has become an important channel for market entities to resolve patent infringement disputes.
In the next step, the State Intellectual Property Office will promote rapid collaborative protection of intellectual property through multiple channels, fully stimulate the "full chain" protection efficiency of intellectual property, improve the speed and quality of intellectual property dispute processing, reduce the cost of rights protection, and enhance the sense of gain for market entities. Thanks.

I understand that the State Intellectual Property Office recently issued the "National Intellectual Property Protection Demonstration Zone Construction Plan". Can you introduce the relevant information of this plan? Thanks.
2022-07-12 15:42:36
Hu Wenhui:
Thank you for your question. Let me answer this question. As you just mentioned, the National Intellectual Property Protection Demonstration Zone is now highly concerned by society. In November 2019, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council jointly issued the "Opinions on Strengthening the Protection of Intellectual Property Rights". In this "Opinions", it was clearly stated that "regions with mature conditions are encouraged to carry out trials first and take the lead in building demonstrations of intellectual property protection." area, forming several protective highlands." Carrying out the construction of national intellectual property protection demonstration zones is an important measure to implement the decision-making and deployment of the Party Central Committee and the State Council on comprehensively strengthening intellectual property protection. The purpose is to select a number of pioneer areas nationwide to carry out pilot trials, reform and innovation, and pioneer exploration. , create a number of intellectual property protection highlands and hot spots for innovation and entrepreneurship, accumulate a number of useful experiences, play a leading role, help further improve my country's intellectual property protection capabilities and levels, and further optimize the innovation and business environment.
In June this year, with the approval of the State Council, the State Intellectual Property Office issued the "National Intellectual Property Protection Demonstration Zone Construction Plan." The "Plan" clearly states that by 2025, about 20 cities (regions) will be selected across the country to complete the construction work and be identified as demonstration areas after evaluation. The "Plan" focuses on strengthening the overall deployment of intellectual property protection work, improving the legal level of intellectual property protection work, strengthening the protection of the entire chain of intellectual property rights, deepening the reform of intellectual property protection work systems and mechanisms, promoting international cooperation and exchanges in the field of intellectual property rights in the region, and safeguarding intellectual property rights. Nearly 40 key construction tasks have been deployed in 6 areas including national security. The construction of the National Intellectual Property Protection Demonstration Zone has received strong support from the Supreme Law, the Supreme People's Procuratorate, the Ministry of Industry and Information Technology, the General Administration of Customs, the State Administration for Market Regulation, the Council for the Promotion of International Trade and other departments. Various departments jointly develop innovative measures, design selection and certification standards, providing strong policy support for the coordinated advancement of demonstration zone construction.
In the next step, In accordance with the requirements of the Plan, the State Intellectual Property Office will continue to work with relevant departments to increase policy support for the construction of demonstration zones and jointly carry out the selection work for the construction of demonstration zones. Through efforts to create a number of intellectual property protection highlands, we will drive the overall improvement of my country's intellectual property protection level, further promote the construction of an intellectual property power, stimulate the innovation vitality of the whole society, and effectively support high-quality economic and social development. Thanks.

As we all know, the catering and cultural tourism industries have been greatly affected by the epidemic. Please tell me, what work will the State Intellectual Property Office carry out to support the resumption of work and production and the stable and healthy development of the catering and cultural tourism industries? Thanks.
2022-07-12 15:45:54
Hu Wenhui:
Thank you for your question. When I introduced it earlier, I introduced some relevant measures to help enterprises bail out. Regarding the specific situation of the catering, cultural and tourism industry, please ask Director Lei Xiaoyun of the Application Promotion Department to give a further introduction.
2022-07-12 15:46:16
Lei Xiaoyun:
Thanks. Since the outbreak of the epidemic, industries such as catering and cultural tourism, especially the business activities of related small and micro enterprises and individual industrial and commercial households, have been greatly affected. In order to help the catering, cultural tourism and other industries that have been greatly affected by the epidemic resume work and production, and to relieve the difficulties of relevant market entities, the State Intellectual Property Office has carried out in-depth special activities such as trademark pledge financing to provide financing and operation for market entities in difficult industries. China Daily reporter:
Intellectual property rights are an important resource for national competitiveness. The "National Intellectual Property Protection and Utilization Plan for the 14th Five-Year Plan" includes "the number of overseas invention patent authorizations" as a major development goal. My question is, what is the current situation of my country's intellectual property internationalization? Can you give a detailed introduction based on the data? Thanks.

Ge Shu:
Thank you for your question. Intellectual property is a strategic resource for national development and a core element of international competitiveness. During the "14th Five-Year Plan" period, my country has further strengthened the top-level design of intellectual property work, improved the quality- and value-oriented indicator system, and included "the number of overseas invention patent authorizations" in the "14th Five-Year Plan for National Intellectual Property Protection and Utilization Plan" The main development indicators guide market entities to pay more attention to overseas patent layout. Currently, as more and more Chinese companies go abroad to participate in international competition and cooperation, cross-border protection of intellectual property rights has become a required course for innovative companies to explore international markets.
Overall, my country's overseas invention patent authorization shows a positive development trend, achieving a good start in the "14th Five-Year Plan". Data show that in 2021, the number of invention patents authorized by Chinese applicants after substantive examination in major countries and regions around the world reached 46,000, a year-on-year increase of 14.1%, which was 2.4 times that of 2016, continuing the fastest pace since the "13th Five-Year Plan" Growth momentum. Judging from the application situation, data released by the World Intellectual Property Organization shows that my country’s number of PCT international patent applications has ranked first in the world for three consecutive years. According to statistics, among the PCT international patent applications submitted and published by Chinese applicants in 2021, the top three technical fields are computer technology, digital communications and audio-visual technology, accounting for 15.5%, 15.3% and 6.9% of the total respectively. The top three technical fields with the highest growth rates are biomaterial analysis, biotechnology and organic fine chemistry, with year-on-year growth of 49.2%, 39% and 35.5% respectively. Data released by the European Patent Office also shows that 17,000 invention patent applications were received from China in 2021, setting a new record high. Among them, Huawei ranks first among enterprises, and OPPO, ZTE, Baidu, Xiaomi and Tencent rank in the top 50 , China’s patent applications are showing a very dynamic development trend.
These data show that my country's market entities are actively using the international intellectual property system, focusing on digital technology, biotechnology and other fields, and continuously increasing overseas intellectual property protection. We also hope that these applications can receive timely review and authorization abroad and receive effective protection. Next, we will continue to strengthen international cooperation in intellectual property protection in accordance with the requirements of the "14th Five-Year Plan" national intellectual property protection and application plan, help market entities further improve their ability to obtain and safeguard overseas intellectual property rights, effectively promote high-level opening up to the outside world, and promote Win-win cooperation and achieve common development. Thanks.
