The 12th China Intellectual Property Annual Conference with the theme of "Intellectual Property Supports Comprehensive Innovation" opened in Jinan, Shandong Province on September 19. Shen Changyu, Director of the State Intellectual Property Office, attended the opening ceremony of the annual conference and delivered a speech.

This annual meeting has a main forum and 13 sub-forums. Participants from more than 30 countries will focus on the key tasks of intellectual property legal construction, protection, application, service, and international cooperation, focusing on artificial intelligence and green industries. , dual carbon, biomedicine and other emerging industries work together to discuss the important role that intellectual property plays in society, economy, science and technology, international cooperation and other aspects. It is understood that the China Intellectual Property Annual Conference was founded in 2010 and has become the largest, most influential and most attended annual event in the field of domestic intellectual property.

Shen Changyu said that the Second Plenary Session of the 20th Central Committee of the Communist Party of China deployed to promote a new round of intellectual property institutional reform and adjusted the State Intellectual Property Office to an agency directly under the State Council. Through institutional reform, the management chain has been shortened vertically, coordination and linkage has been strengthened horizontally, management efficiency has been improved overall, and better institutional guarantees have been provided for the construction of an intellectual property power.

Shen Changyu said that there are many new developments, new changes and new atmosphere in the field of intellectual property right now:

First, the legal protection of intellectual property rights has been comprehensively strengthened, and the protection of intellectual property rights has become more powerful. Important progress has been made in revising the implementation details of the Patent Law, the revision of the Trademark Law and its Implementing Regulations, and the Regulations on the Protection of Integrated Circuit Layout Designs have accelerated, and the unified legislation on geographical indications and the construction of data intellectual property protection rules have formed a framework. The quality and efficiency of intellectual property review have been further improved, the construction of national intellectual property protection demonstration zones has been fully launched, patent administrative adjudication has been strengthened, and the guidance mechanism for responding to foreign-related intellectual property disputes has been improved.

Second, the transformation and application of intellectual property rights have been accelerated across the board, and the level of public services has been accelerated. With the goal of patent industrialization, we will take the lead in formulating a three-year action plan for patent transformation and application to provide source of vitality and technology supply for the development of the real economy. Launch and implement the universal benefit project for intellectual property public services. Intellectual property public services will have wider coverage, higher efficiency, better services and better experience.

Third, offline conference activities on international intellectual property cooperation have been fully resumed, and all parties have become more closely connected. Actively participate in the cooperation between the five bureaus of China, the United States, Europe, Japan and South Korea, deepen and expand BRICS intellectual property cooperation, and hold China-ASEAN and China-Central Asia intellectual property cooperation conferences, providing a more powerful basis for creating a fair, just, open and transparent business environment. support.

Shen Changyu said that the State Intellectual Property Office will focus on promoting the following work in the next step:

First, we will focus on increasing the supply of intellectual property systems, cooperate with the acceleration of the revision of the implementation rules of the Patent Law, accelerate the revision of the Trademark Law and its Implementation Regulations, and the Regulations on the Protection of Integrated Circuit Layout Designs, continue to promote the unified legislation of geographical indications, and establish big data and artificial intelligence. Intellectual property rights protection rules for new fields and new business formats such as intelligence and genetic technology will better play the basic role of the intellectual property system in stimulating innovation.

The second is to strive to optimize the innovation environment and business environment, comprehensively strengthen the protection of intellectual property rights, increase the supply of public services for intellectual property rights, equally protect the intellectual property rights of all types of entities in accordance with the law, help create a first-class business environment, and promote the construction of a unified national market.

The third is to strive to promote high-level scientific and technological self-reliance and self-reliance, improve intellectual property rights to support key core technology research mechanisms, promote the deep integration of the patent chain with the industrial chain, innovation chain, capital chain, and talent chain, and help solve "stuck neck" technical problems.

The fourth is to strive to promote the innovative development of the real economy, vigorously promote the transformation and application of intellectual property rights, actively develop an innovative economy supported by patents, a brand economy supported by trademarks, and a characteristic economy supported by geographical indications, and help build a modern industrial system.

Fifth, we should focus on serving high-level opening up to the outside world, make greater efforts to strengthen international cooperation in intellectual property protection, deeply participate in global governance of intellectual property, and continue to deepen the new pattern of international cooperation on intellectual property in the multilateral, peripheral, minilateral, and bilateral "four-lateral linkage and coordinated advancement" , to promote technological and cultural exchanges through intellectual property cooperation.
