State Intellectual Property Office: RMB standards for international phase fees for PCT applications to be implemented from November 1, 2023

According to the Memorandum of Understanding on the Remittance of Patent Cooperation Treaty (PCT) Fees signed by the State Intellectual Property Office and the World Intellectual Property Organization, the State Intellectual Property Office acts on behalf of the International Bureau of the World Intellectual Property Organization in accordance with the RMB standards announced by the World Intellectual Property Organization. The international phase fee of PCT application is charged.
1. RMB standards to be implemented from November 1, 2023
According to the RMB standards for international phase fees for PCT applications announced by the World Intellectual Property Organization that will be implemented from November 1, 2023, the State Intellectual Property Office will charge the international phase fees for PCT applications according to the following standards.

(1) International application fees collected on behalf of the International Bureau

If the standards need to be adjusted due to excessive exchange rate fluctuations or other reasons, it will be announced separately.
2. Scope of application
International filing fees for PCT applications submitted to the State Intellectual Property Office and received after November 1, 2023 (inclusive), and PCT international preliminary applications received after November 1, 2023 (inclusive) This standard shall apply to the handling fee for review requirements.
Except for the fees collected on behalf of the International Bureau, the fee standards charged by the State Intellectual Property Office such as search fees remain unchanged. For details, please see the "Patent Fees and Integrated Circuit Layout Design Fee Standards" published on the website of the State Intellectual Property Office.
