State Intellectual Property Office: Carry out application, assessment and review work for enterprises with national intellectual property advantages and demonstration enterprises in 2023

The Intellectual Property Offices of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Xinjiang Production and Construction Corps, the Sichuan Provincial Intellectual Property Service Promotion Center, and relevant local centers:

In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the "Outline for Building a Powerful Country on Intellectual Property (2021-2035)" and the deployment of the "National Plan for the Protection and Application of Intellectual Property during the 14th Five-Year Plan", and carry out in-depth pilot demonstration work on building a powerful country on IP , to accelerate the improvement of enterprise intellectual property competitiveness and transformation and application benefits, and to strongly support the high-quality development of the real economy, the 2023 National Intellectual Property Advantage Enterprises (hereinafter referred to as advantageous enterprises) and National Intellectual Property Demonstration Enterprises (hereinafter referred to as demonstration enterprises) are now organized for enterprises ) Matters related to application, assessment and review work are notified as follows:

1. Condition scope

(1) Application conditions. Those applying for advantageous enterprises should be enterprises with certain influence in the region and outstanding intellectual property advantages; those applying for demonstration enterprises should be enterprises with advantages that have been cultivated for three years.

(2) Scope of assessment. Advantageous enterprises and demonstration enterprises within the cultivation period must participate in annual assessments every year. The assessment scope in 2023 is the advantageous enterprises and demonstration enterprises identified and passed the review in 2022. The annual assessment results of the enterprise will be used as an important reference for the review. Enterprises that do not participate in the assessment for two consecutive years will be disqualified from the review.

(3) Scope of review. Advantageous enterprises and demonstration enterprises that have been cultivated for three years must be reviewed. The scope of the review in 2023 is those enterprises that were identified as advantageous enterprises and demonstration enterprises in 2019 and before and did not participate in or pass the review in 2022. If an enterprise within the scope of the 2023 review fails to participate or fails to pass this review, the qualifications of advantageous enterprises or demonstration enterprises will be cancelled.

2. Working procedures

(1) Organize evaluation. Local intellectual property management departments organize enterprises within their jurisdictions that participate in application, assessment, and review to fill in registration information online and conduct review according to corresponding conditions and scope. Enterprises that have passed the review will conduct a unified evaluation of international standards for innovation management and intellectual property rights, and comprehensively determine the evaluation results based on the company's key work such as patent product filing and the "Thousands of Enterprises and Hundreds of Cities" trademark and brand value enhancement actions.

(2) Recommend reporting.

Report recommendation. Based on actual work conditions, local intellectual property management departments will organize the review of enterprises that have passed the 2023 assessment, determine the recommended list of advantageous enterprises and demonstration enterprises within the upper limit of the quota (see attachment 1), and submit the review status and recommendation list to the state Intellectual Property Utilization Promotion Department, Intellectual Property Office. Specialized and new small and medium-sized enterprises will be given priority in recommendation.

Assessment, review and reporting. Each local intellectual property management department will review the assessment and review enterprises that have passed the assessment and review, and initially determine the list of advantageous enterprises and demonstration enterprises that have passed the assessment and review, and submit it to the Intellectual Property Utilization Promotion Department of the State Intellectual Property Office.

(3) Review and identification. The State Intellectual Property Office will review and confirm the recommended list of advantageous enterprises and demonstration enterprises reported by local intellectual property management departments, as well as the list of enterprises that have been initially determined to pass the assessment and review. After it is announced that there is no objection, a document will be issued to confirm it.

3. Organizational guarantee

(1) The State Intellectual Property Office will further highlight the industrialization orientation, conduct extensive research based on recent work priorities, strengthen policy coordination and linkage, optimize tool and service support, improve the efficiency of enterprise cultivation work, better leverage the demonstration and leading role of advantages, and continuously improve Enterprises’ intellectual property utilization capabilities and transformation benefits.

(2) Local intellectual property management departments should strengthen contact, guidance and services for advantageous demonstration enterprises, focus on patent industrialization, cultivation of patent-intensive products, and enhancement of trademark and brand value, and increase departmental coordination, policy support and resources Invest more efforts to create more corporate benchmarks with strong intellectual property application capabilities and high transformation efficiency to help regional industrial innovation and development.

All local intellectual property management departments are requested to strengthen publicity and guidance, strictly review and control, and organize enterprises within their jurisdiction to complete the process through the "National Intellectual Property Advantage Enterprises and Demonstration Enterprise Management System" (website: https://declare.tc554.org.cn/) Registration and evaluation, and doing a good job in corporate review and recommendation reporting. Specific job information and requirements will be sent promptly through the management system. All local intellectual property management departments are requested to submit the relevant department heads and work contact information (see attachment 2) to the Intellectual Property Utilization Promotion Department of the State Intellectual Property Office via email before July 21, 2023.
