How to apply for patent fee waiver?

First, the applicant may request a reduction in the patent fee at the time of filing the patent application, or after the filing date:
(1) If the applicant requests a patent fee reduction at the time of filing a patent application, it only needs to tick "Request fee reduction and have completed the qualification record of fee reduction" in the patent application request, and fill in the patent fee reduction record certificate number;
(2) If the applicant or patentee requests a fee reduction after the application date, it is necessary to submit a Request for Fee Reduction (applicable to submission after the application date) and fill in the patent fee reduction record certificate number.
Secondly, the patent applicant or patentee may request a reduction of the following patent fees:
(1) Application fee (excluding publication and printing fee and application surcharge);
(2) Fees for substantive examination of an application for a patent for invention;
(3) Annual fee (annual fee within ten years from the year in which the patent right is granted);
(4) Review fees.
Thirdly, for the proportion of patent fee reduction:
(1) Where the patent applicant or patentee is a single individual or unit, 85% of the aforesaid fee shall be reduced;
(2) Where two or more individuals or units are joint patent applicants or joint patentees, 70% of the aforesaid fee shall be reduced.
Finally, it should also be noted that the patent applicant or patentee requesting a reduction in patent fees must meet one of the following conditions:
(1) Individuals with an average monthly income of less than 5,000 yuan (60,000 yuan per year) in the previous year;
(2) Enterprises with taxable income less than 1 million yuan in the previous year;
(3) Public institutions, social organizations and non-profit scientific research institutions;
(4) Where two or more individuals or units are joint patent applicants or joint patentees, the provisions of the preceding paragraph shall be met respectively.
