As long as the patent application meets the acceptance conditions (which do not concern the content of the invention), it can be accepted by the Patent Office of the State Intellectual Property Office and given an application number. With the application number, it is possible to claim foreign priority and apply for a patent in a foreign country. International applications can also be filed through the Patent Cooperation Treaty (PCT).
