The intellectual property service industry runs through the entire operation chain of the intellectual property system and is an important support for promoting high-quality creation, efficient use, high-standard protection, and high-level management of intellectual property. In order to thoroughly implement the "Outline for Building a Powerful Intellectual Property Nation (2021-2035)" and the "14th Five-Year Plan for National Intellectual Property Protection and Utilization Plan" and accelerate the high-quality development of the intellectual property service industry, the following opinions are hereby offered.
1. Overall requirements
(1) Guiding ideology.
