Intellectual property management departments at all levels must improve their political stance, regard the cultivation and development of patent-intensive industries as an important part of building a modern industrial system, insist on focusing on economic development on the real economy, and focus on promoting the use of patents. 2. Increase guidance and strengthen policy coordination

In accordance with the principles of "policy guidance, enterprise autonomy, unified platform, and scientific standardization", we will continue to improve guiding policies and support measures, encourage enterprises to do a good job in statistical accounting and filing of patented products, give full play to the technical support and data base role of the pilot platform, and create a solid and effective Carry out various work on patent product registration in sequence. Intellectual property management departments at all levels should work with relevant departments to actively explore development policies for patent-intensive industries, implement the requirements of the State Intellectual Property Office on improving the quality of patent applications, shift the focus of financial support from patent applications to transformation and application, and conduct timely research and release Support policies for patent-intensive industries and products. The patent conversion special plan awards and subsidizes provinces and key cities for the construction of intellectual property operation service systems (hereinafter referred to as award and subsidize provinces and key cities respectively), etc. must follow the relevant documents of the Ministry of Finance and the State Intellectual Property Office and actively create conditions for policy innovation. 3. Strengthen publicity and training and carry out extensive mobilization

Patented product registration and intensive product identification is a pioneering work. Intellectual property management departments at all levels must accurately grasp policy requirements and work tasks, increase publicity, training and work exchanges, combine local industry characteristics and enterprise characteristics, improve publicity effects through multiple channels and methods, and organize expert interpretations and enterprise seminars according to local conditions. and special training, carry out targeted policy interpretation and publicity guidance, widely mobilize enterprises to actively carry out patent product registration, and timely collect and feedback on issues and suggestions in the registration process. It should be combined with activities such as the “Intellectual Property Services Journey”, China Patent Week, major exhibitions and other activities to continuously expand the awareness and influence of patent product registration work.

4. Pay close attention to the implementation of work and organize and implement it carefully

In order to promote the registration and identification of patent-intensive products in a solid and orderly manner and avoid problems such as duplication of investment and different standards caused by separate construction in various places, the National Patent-Intensive Product Registration and Identification Pilot Platform (hereinafter referred to as the pilot platform, website: www.zlcp .org.cn) provides unified public welfare services for patent product registration. Subsequently, based on product filing and data accumulation, and in accordance with the group standard "Enterprise Patent-Intensive Product Evaluation Method" (T/PPAC 402-2022), the pilot platform will determine a unified patent-intensive product evaluation index benchmark value by field, and identify a company in a timely manner. batch of patent-intensive products.

Intellectual property management departments at all levels should attach great importance to the registration of patented products, mobilize and deploy in a timely manner, assign dedicated personnel to take charge, increase investment guarantees, carefully organize implementation, target advantageous industries and key enterprises, advance in an orderly manner by layering and classification, and follow up on the implementation of work in a timely manner Condition. Provinces, key cities, and cities, counties and parks that provide pilot demonstrations for the construction of an intellectual property powerhouse must regard organizing and carrying out the registration of patented products as a current key task and actively play a leading role in demonstration. Before the end of 2022, it is necessary to achieve full coverage of national intellectual property advantage demonstration enterprises, enterprise patent product registrations benefiting from policies in reward and subsidy provinces and key cities, and gradually cover local intellectual property advantage demonstration enterprises. It is necessary to work with the local industry and information technology authorities to implement the "Several Measures Regarding Intellectual Property Rights to Support the Innovation and Development of Specialized, Specialized and New Small and Medium-sized Enterprises", and guide and support qualified leading products of "specialized, special and new" small and medium-sized enterprises to be registered and recognized through the pilot platform , to promote specialized and new enterprises to become the main force in the development of patent-intensive industries.

It is necessary to promptly report the introduction of relevant policies and work progress. The registration data of patented products from various places collected on the pilot platform will be released to local governments on a monthly basis, and a unified evaluation of the effectiveness of the registration work will be carried out at the end of 2022.
