In order to implement the decisions and arrangements of the Party Central Committee and the State Council on intellectual property protection, the State Intellectual Property Office recently issued the "Promotion Plan for In-depth Implementation of the "Opinions on Strengthening Intellectual Property Protection"" (hereinafter referred to as the "Promotion Plan"), clarifying the 2022- Implement the key tasks and work measures of the "Opinions on Strengthening Intellectual Property Protection" in 2025. In 2019, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Strengthening Intellectual Property Protection" (hereinafter referred to as the "Opinions"), proposing a series of new goals, new ideas, and new measures to strengthen intellectual property protection in the new era. The "Promotion Plan" includes a total of 114 specific measures in six aspects. In terms of improving the legal level of intellectual property protection, it is proposed to improve intellectual property laws, regulations and rules, improve the rules related to intellectual property in key areas, and promote research on relevant systems in emerging areas of intellectual property. In terms of strengthening the protection of the entire chain of intellectual property rights, it is proposed to strengthen the protection of the entire chain from review and authorization, administrative enforcement, judicial protection, arbitration and mediation, industry self-discipline, and citizen integrity. In terms of deepening the reform of the intellectual property protection work system and mechanism, it is proposed to strengthen intellectual property supervision and social co-governance, improve the connection mechanism of all aspects of intellectual property protection, and carry out pilot demonstrations of intellectual property protection. In terms of coordinating and promoting international cooperation and competition in the field of intellectual property, it is proposed to strengthen exchanges and cooperation in intellectual property protection and improve foreign-related information communication. In terms of safeguarding national security in the field of intellectual property rights, it is proposed to establish and improve an early warning and emergency response mechanism for intellectual property risks and increase assistance to Chinese enterprises in safeguarding their overseas intellectual property rights. In terms of strengthening the supply of intellectual property protection resources and organizational guarantees, it is proposed to strengthen the supply of intellectual property protection technology and resource investment, accelerate the training of intellectual property talents, and strengthen the publicity of intellectual property protection.

In the next step, the State Intellectual Property Office will work with relevant departments and units to steadily promote the implementation of the "Promotion Plan" and achieve results, ensure that all tasks and goals of the "Opinions" are completed as scheduled and with high quality by 2025, and effectively support the construction of an intellectual property power.
