According to the "Global Innovation Index 2023" report released by the World Intellectual Property Organization, the "Guangzhou-Shenzhen-Hong Kong" cluster continues to rank second in the global science and technology cluster. Promoting collaborative innovation and achievement transformation between Shenzhen and Hong Kong, and building an open, diversified, integrated, symbiotic and mutually beneficial innovation ecosystem is one of the important measures for intellectual property rights to contribute to high-quality economic development. The establishment of the Shenzhen-Hong Kong intellectual property Operation Alliance is not only the needs of The Times, but also the needs of reality, but also the needs of industrial development. As the core engine of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen and Hong Kong have a sound foundation for the integrated development of the "four chains" of innovation, industrial chain, capital chain and human resource chain, and a leading edge in the creation, application, protection, management and service of intellectual property rights. Hong Kong and Shenzhen have different innovation endowments. Hong Kong has strong basic research strength, while Shenzhen has strong impetus for technological research and development and a complete industrial chain. The two types of innovation are highly complementary. The founding meeting of the alliance passed the constitution and election methods of the Alliance, and elected the first board of directors, the Board of supervisors and the management organization of the Alliance.
