Recently, the State Intellectual Property Office issued a letter responding to Proposal No. 03592 (Science and Technology No. 169) of the Fifth Session of the 13th CPPCC National Committee. In recent years, the State Intellectual Property Office has actively promoted the establishment of a patent declaration system for financially funded scientific research projects and improved the intellectual property evaluation system, and has achieved certain results. The first is to carry out patent identification and evaluation of fiscally invested science and technology projects to help improve the output performance and patent quality of fiscal science and technology investment. The second is to promote and improve the intellectual property evaluation system.

The proposals in the proposal regarding evaluating and labeling important patents in the Science and Technology Achievement Award project, giving full play to the guiding role of the Achievement Award evaluation, improving the patent quality of the award project results, and using the influence of the Achievement Award to promote the transformation and application of patents are of great reference value. Our office We will cooperate with the leading department of achievement award evaluation to further study the necessity and feasibility of carrying out relevant work.

In recent years, our office has actively promoted the establishment of a patent declaration system for financially funded scientific research projects and improved the intellectual property evaluation system, and has achieved certain results. The first is to carry out patent identification and evaluation of fiscally invested science and technology projects to help improve the output performance and patent quality of fiscal science and technology investment. The "Outline for Building a Powerful Nation on Intellectual Property (2021-2035)" issued by the Party Central Committee and the State Council makes clear arrangements for "establishing and improving a declaration system for the formation of intellectual property rights in fiscally funded scientific research projects." At present, our office has formulated a work plan together with the Ministry of Science and Technology, the Ministry of Finance, the Natural Science Foundation of China and other relevant departments to promote the development of relevant modules of the patent review system and prepare for the implementation of the system. For fiscally funded scientific research projects included in the scope of the declaration, information annotation, quality evaluation and contact feedback of patents will be implemented, and the subsequent transformation and application of patents will be continuously tracked to provide support for patent management and achievement transformation of fiscally funded scientific research projects. The second is to promote and improve the intellectual property evaluation system. In 2020, together with the Ministry of Finance, we guided the China Asset Appraisal Association to establish a professional committee on intellectual property asset appraisal to strengthen the professional strength of intellectual property appraisal. Actively promote the formulation of national standards for patent evaluation guidelines, and the National Standards Committee project has been completed. At the same time, relevant indicator systems should be practically used in scientific research institutes, large enterprises and professional institutions to standardize and guide different entities to establish and improve patent evaluation management systems. Continuously release statistical data on patent licensing rates for registered contracts to promote the formation of an intellectual property transaction price discovery mechanism.
