Ding Huiling said in his speech that the intellectual property system, as a catalyst to stimulate innovation and an accelerator of economic development, is an important bridge from strong science and technology to strong industry, and an important engine for high-quality development. Recently, The State Council held three meetings within a month to review and adopt the Special Action Plan for Patent Transformation and Application (2023-2025) and the Implementation Rules of the Patent Law (Draft amendment), and carried out thematic studies under the theme of "In-depth implementation of the strategy of strengthening intellectual property Rights and effectively supporting innovation-driven development". In recent years, the State Intellectual Property Office has earnestly implemented the decisions and arrangements of the Party Central Committee and The State Council, thoroughly implemented the Outline for building an intellectual property power and the 14th Five-Year Special Plan, and introduced a series of policies and measures on service innovation, promoting industry, and optimizing the environment to empower green innovation.

Lu said in his speech that the "Special Action Plan for Patent Conversion and Application (2023-2025)" recently issued by The General Office of the State Council is a huge opportunity for the green industry, and the industrialization of green technology patents will provide strong momentum for innovative development. Combining the practice of the Three Gorges Group, Lv Tingyan shared with the participating enterprises "carbon neutrality + intellectual property rights to help the high-quality development of the industry", and called on green industry related enterprises, universities and scientific research institutions to jointly promote green innovation and sustainable development.

Ma Weiye made a keynote speech on the theme of "Patent - the support of green innovation", focusing on the attributes of patents and the connotation of green innovation. Technological innovation should be a technological breakthrough that takes into account environmental pollution and resource consumption, he said. The association will carry out case publicity and promotion through various channels, accelerate green technology innovation and commercial application, and promote green, low-carbon and high-quality development.
