In recent years, the Ministry of Education has combined the actual conditions of universities and started from two major internal and external factors. On the one hand, it has improved the quality of results and strengthened the source supply of scientific and technological achievements. It has worked with the State Intellectual Property Office, the Ministry of Science and Technology and other departments to study and formulate the "On Improving the Quality of Patents in Higher Education Institutions" "Several Opinions on the Transformation and Application", take the lead in adjusting patent funding and reward policies, promote the implementation of the patent pre-application evaluation system, and reverse the bad orientation of "emphasis on quantity over quality" and "emphasis on application over implementation" of university patents; on the other hand, increase policy incentives and adopt Various measures are taken to promote the transformation of scientific and technological achievements. Increase rewards for the transformation of results and stimulate the enthusiasm of scientific researchers. At present, universities have generally increased the reward ratio to 70%, and some universities have reached more than 90%, accelerating the transformation of university scientific and technological achievements into real productivity.
