Data right confirmation is the premise of whether data can be traded and circulated, and it is also an important issue for the development of digital economy, which contains huge market opportunities. Shen Changyu mentioned that to explore a data intellectual property protection system in line with China's national conditions, we need to achieve "four full" : Fully consider data security and public interests, personal privacy, fully grasp the unique attributes of data and the objective laws of the property rights system, fully respect the creative labor and capital investment in data processing, and give full play to the important role of data in promoting industrial digital transformation and high-quality economic development.
Shen Changyu said that under the principle of "four sufficiency", the State Intellectual Property Office is promoting the construction of the data intellectual property system, and actively carrying out relevant practices, and has carried out data intellectual property protection and governance in eight places, including Zhejiang, Shanghai and Shenzhen.At the beginning of this year, Shenzhen has launched the data intellectual property registration business, and by the end of February, 36 registration certificates have been issued to confirm the rights of data.
Shen Changyu also introduced that the intellectual property department has also built seven industrial intellectual property operation centers around key areas such as 5G communications to promote the transformation and application of intellectual property in the digital industry. At the same time, we will actively build the "One Netcom Office" intellectual property public service model and strengthen the sharing and opening of basic intellectual property data.
