Recently, the Academic Degrees Committee of the State Council and the Ministry of Education issued the "Graduate Education Discipline Professional Catalog (2022)", establishing a new intellectual property master's degree category. The new version of the catalog will be implemented from 2023. Since the “13th Five-Year Plan”, my country’s intellectual property talent development system, mechanism and policy environment have been further optimized. By the end of the 13th Five-Year Plan, the national intellectual property talent pool reached 690,000, and the "five batches" of urgently needed intellectual property talent teams have basically been formed. However, the contradiction between the supply and demand for intellectual property talents still exists to a certain extent. Professional degree education is an important way to cultivate urgently needed talents in building an intellectual property powerhouse.

The "14th Five-Year Plan for Intellectual Property Talents" issued at the beginning of this year listed the support project for the establishment of intellectual property professional degrees as a key project, and clearly proposed to accelerate the establishment of intellectual property professional degrees and give full play to the importance of universities in cultivating intellectual property talents. role to meet the need for high-level talents in building a strong country with intellectual property rights.

As the competent department in charge of the intellectual property industry, the State Intellectual Property Office has established an application leadership group and an expert group. It has organized representatives from more than 100 universities, enterprises and intellectual property service institutions at home and abroad to conduct demonstrations, visited more than 10 provinces and cities across the country for research, and carried out 20 The remaining topics were studied and a research report of hundreds of thousands of words was formed to demonstrate the feasibility and necessity of setting up a professional degree in intellectual property. On this basis, the State Intellectual Property Office submitted an application for the establishment of a professional degree in intellectual property to the Office of the Academic Degrees Committee of the State Council. The establishment of intellectual property professional degrees is an important part of improving the intellectual property talent training system. It will effectively alleviate the contradiction between social needs and talent training, and help cultivate more leading high-level intellectual property talents.
