1. Task sources
The national standard "Intellectual Property Management Guide for Innovation Management" is proposed and centralized by the National Technical Committee for Standardization of Knowledge Management, the competent department is the State Intellectual Property Office, and has been included in the task of the National Standardization Administration to prepare the project plan, the plan number is 20173974-T-463. The standard is scheduled to be issued on January 9, 2018, and is intended to adopt the Guidance on Intellectual Property Management Tools and Methods for Innovation Management (ISO56005) drafted by Working Group III of the International Organization for Standardization Technical Committee on Innovation Management (ISO/TC279). ISO56005 is the first international standard for intellectual property management proposed and developed by China.
2. Main job
Process The standard project is to promote the drafting and development of international standards, the project drafting group is composed of members of the Chinese expert group in the ISO56005 drafting group, is led by the State Intellectual Property Office, and experts in the field of intellectual property and innovation management are mainly involved.
In October 2016, the secretariat of the National Knowledge Management Standardization Technical Committee hosted the fourth annual meeting of ISO/TC279, and formally proposed the preliminary idea of the general idea of developing intellectual property management standards at the meeting, which was highly praised by experts from all countries. After the meeting, on the basis of a full understanding of international rules for standard-setting, and based on the opinions and suggestions of experts from other countries at the meeting, the Chinese expert group formulated a preliminary concept and outline of the general approach to the formulation of intellectual property management standards. At the end of the meeting, China National Standards Committee formally submitted a written proposal to the ISO/TC279 secretariat - New Work Project Proposal for International Standards for Intellectual Property Management (NWIP).
In February 2017, the first new international standard for intellectual property management proposed and led by China, the Guide to Intellectual Property Management for Innovation Management (the name is the name of the standard project), was approved. At the same time, the National Knowledge Management Standardization Technical Committee put forward the draft and recommendation of the national standard project, and put forward the equivalent of adopting international standards. In January 2018, the National Standards Committee issued the national standards project plan.
After the Paris Working Group meeting in October 2017 and before the London annual meeting in March 2018, the SAC/TC554 project team organized seven work promotion meetings to discuss the development of international standards. During the London Conference, the Chinese delegation conducted in-depth negotiations and consultations with experts from other countries on the basis of the results of domestic discussions, and defined the framework of the first draft of the project and formulated a division of labor plan. After the meeting, the new working draft was revised and completed in August 2018. At the Tokyo Conference in October 2018, the Chinese delegation attended and guided experts from various countries to discuss the technical issues in the project text and sort out the necessary parts such as the annex to the standard. After the meeting, a more mature draft was formed in December 2018.
At the closing ceremony of the 2019 conference in Stockholm, Sweden, Chinese experts comprehensively introduced the content of the working draft to the General Assembly, and the committee voted that the content of the working draft was mature, all technical problems of the text were basically solved, and ISO56005 was agreed to omit the CD stage and directly enter the DIS stage.
In May 2020, under the effective organization of the project leader, all comments in the DIS draft voting were completed by online meeting, forming the final draft standard of ISO56005 (FDIS), which laid a solid foundation for the scheduled release of the standard.
In August 2020, the ISO56005 "Guidance on Intellectual Property Management Tools and Methods for Innovation Management" led by Chinese experts launched the FDIS stage voting before the release of the international standard and was passed with zero negative votes.
November 29, 2020 ISO56005 is officially released.
In December 2020, the State Intellectual Property Office used an online meeting to organize experts involved in the drafting of ISO56005 and experts in the field of standards to conduct several work discussions on the translation of manuscripts.
In January 2021, the standard consultation draft was formed based on the ISO56005 international standard.
The main content of this standard
This standard is equivalent to adopting ISO 56005:2020 and follows the structure and requirements of the ISO/IEC Guidelines in the arrangement of the structure of the guide standard. This standard includes: preface; Introduction; Chapter 1 Scope; Chapter 2 Normative reference documents; Chapter 3 Terms and Definitions; Chapter 4 Intellectual Property management structure; Chapter 5 Intellectual Property Strategy; Chapter 6 Intellectual Property management in the innovation process; Appendix A (Informational Appendix) Instruments and methods for recording and disclosing inventions; Appendix B (Information Appendix) Tools and methods for the creation, acquisition and maintenance of intellectual property rights; Appendix C (Information Appendix) Tools and methods for intellectual property search; Appendix D (Information Appendix) Tools and methods for assessing intellectual property rights; Appendix E (Information Appendix) Tools and Methods for Intellectual property risk management; Appendix F (Information Appendix) Tools and methods for the exploitation of intellectual property rights.
3. Technical notes on the preparation of this standard
1. Clarification of some issues in the drafting process of this standard.
First, this standard is equivalent to ISO 56005:2020, which means that the content of this standard is consistent with the ISO standard.
Second, this standard is equivalent to ISO 56005:2020, which is an integral part of the ISO56000 family of standards and relates to the family of standards created by ISO/TC279: a) ISO 56000:2020 Innovation management system fundamentals and terminology to provide the necessary background for understanding and implementing this standard; b) ISO 56002:2019 Innovation Management Systems - guidance for the development, implementation and maintenance of an innovation management system on which all subsequent standards in the system will be based; c)ISO 56003:2019 Innovation Management Innovation Partnerships Guide, which provides guidance and tools for selecting external partnerships to enhance successful innovation; d) ISO/TR 56004:2019 Guidance for Innovation Management Assessment, which provides guidance for organizations to plan, implement and follow up innovation management assessments.
Third, this standard in the text translation, fully consistent with ISO9001, ISO9004 quality management system standards. In view of the translation and widely applied implementation of management system standards such as ISO9000 in China, many words have been widely recognized in enterprises and certification bodies. Therefore, in general, the translation of most terms and vocabulary in this standard is consistent with existing management system standards. However, in order to make it easy for users to understand and distinguish, some words are given different domestic expressions although there are recognized translations in China. For example, Intellectual Property is translated as Intellectual Property, and Intellectual Property Rights is translated as intellectual property rights for ease of understanding by standard users.

4. Analysis of expected social and economic effects
Since the publication and implementation of the Standards for the Management of Intellectual Property in Enterprises, the Standards for the Management of Intellectual Property in Scientific Research Organizations and the Standards for the Management of Intellectual Property in Universities, more than 40,000 innovation entities have implemented these standards, greatly improving the intellectual property management capabilities of innovation entities. The international standard adopts the implementation experience of the three national standards, while absorbing the world's advanced innovation management concepts, focusing on the whole process of innovation, highlighting the core role of intellectual property management service innovation, and China's innovation subjects provide higher standards. This standard is expected to have broad market prospects and significant social and economic benefits.

This standard does not address patent issues.

This standard conforms to the relevant provisions of the current laws and regulations of our country, and there is no contradiction or inconsistency with other relevant standards.
