Recently, the China National Intellectual Property Administration has passed the acceptance of the first batch of credit based hierarchical and classified supervision pilots in China, and 12 pilot places, including Beijing, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Hubei, Guangdong, Hainan, Sichuan and Gansu, have passed the acceptance, including Sichuan, Zhejiang, Shanghai, Beijing, Hubei The acceptance results of the pilot work of intellectual property bureaus in six provinces and cities, including Jiangsu Province, were excellent.
At the same time, the China National Intellectual Property Administration also released 18 experiences and practices of the first batch of pilot units summarized in the acceptance work, including the reasonable determination of the sampling proportion in the administrative inspection of patent agencies in Beijing according to the credit rating of patent agencies; Shanghai, Jiangsu, Zhejiang, and Anhui jointly signed the Framework Agreement for Promoting Credit Integration in the Field of Intellectual Property, promoting the exchange of credit supervision information and the sharing of credit supervision experience and achievements; Fujian is promoting the establishment of a "knowledge credit" intellectual property credit evaluation model, using the credit status of enterprise intellectual property as a reference indicator for pledge financing, and adjusting the loan credit limit based on the score of intellectual property credit evaluation; The experience of Sichuan in promoting the credit supervision linkage model of "front-end warning, mid-range grading, and back-end joint punishment" comes from 12 pilot areas. This move aims to strengthen the learning and reference of intellectual property management departments in various regions, fully promote the construction of credit systems in the field of intellectual property, and fully leverage the fundamental role of credit in innovating regulatory mechanisms, improving regulatory capabilities and levels.
It is reported that since 2020, the China National Intellectual Property Administration has promoted the implementation of the pilot application of credit based hierarchical and classified supervision. The goal is to strengthen the construction of the intellectual property credit system in the pilot areas, set up scientific and reasonable hierarchical and classified indicators, record credit information in the field of intellectual property, and improve the hierarchical and classified credit supervision mechanism. Through pilot projects, a smooth and efficient credit information management platform will be established, forming replicable and promotable work models and typical cases. The national intellectual property credit operation mechanism will be further improved, the policy environment will be further improved, and it will be organically integrated with the local social credit system, providing effective guarantees for improving the level of intellectual property protection and optimizing the business environment.
