Intellectual Property for Bioeconomic development "Energy storage and power generation" (Intellectual Property Report)
Release Time:
2022-06-15
In May this year, the National Development and Reform Commission issued the "14th Five-Year Plan for Bioeconomy Development" (hereinafter referred to as the "Plan"), which is China's first five-year plan for bioeconomy. The "Plan" focuses on the development of the biological economy and deploies the tasks of vigorously consolidating the innovation foundation of the biological economy and cultivating and strengthening the pillar industries of the biological economy. It is proposed that we should strengthen the protection of intellectual property rights, cultivate high-value patents, promote the realization of the value of intellectual property rights and the transformation and implementation of scientific and technological achievements.
The "Fourteenth Five-Year Plan" for the Development of biological Economy proposes to strengthen the protection of intellectual property rights in the biological field
At present, the basic frontier research of life science continues to be active, and the wave of biotechnology revolution has swept the world and accelerated its integration into economic and social development. The development of bioeconomy is an important direction to adapt to the accelerating evolution trend of global biotechnology and realize the self-reliance of high-level science and technology.
"The innovation and development of the bioeconomy cannot be separated from the protection of the intellectual property system, and it also provides new ideas and new paths for the improvement of the intellectual property governance system." Said Song Wei, executive director of the Institute of Intellectual Property at the University of Science and Technology of China.
Strengthen independent innovation to break through the bottleneck of biotechnology development
The development and progress of life science and biotechnology is an important driving force for expanding and strengthening the bioeconomy. At present, China's biotechnology innovation covers a wide range, and the innovation trend is active. By the end of September 2021, the number of biological breeding patent applications in China ranked first in the world; According to the "COVID-19 Vaccine and Therapeutics-related Patent Status Report" released by the World Intellectual Property Organization in March this year, China is the largest source of COVID-19 vaccine and therapeutics-related patent applications... Behind this achievement, it reflects the acceleration of China's process of achieving high-level scientific and technological self-reliance in the field of bioeconomy.
Bioenergy environmental protection industry is one of the pillar industries of bioeconomy in the period of "14th Five-Year Plan" in China. In the utilization of organic waste resources by biotechnology, the technical models such as pile retting and anaerobic fermentation co-treatment have been relatively mature. For example, Suining County in Xuzhou City, Jiangsu Province can produce about 500,000 cubic meters of biogas annually by using anaerobic fermentation collaborative treatment technology, supplying gas to 1,200 surrounding households and helping improve rural living environment. In terms of "turning waste into treasure" of agricultural and forestry wastes, research and development and equipment manufacturing of key technologies such as cellulose to make ethanol have become the current development focus, and biofuels produced by such technologies mainly use agricultural and forestry wastes as raw materials, which can effectively replace some fossil fuels. After more than 20 years of continuous research, the team led by Jiang Jianchun, academician of the Chinese Academy of Engineering, developed a multi-way pyrolysis and gasification technology for birth substances, and successfully broke through the technical bottleneck related to cellulose production of ethanol.
"For the development and growth of the bioeconomy, 'innovation' is' the nose of the ox ', grasping innovation is grasping development, and seeking innovation is seeking the future." China's bioeconomy has made remarkable achievements in innovation and development, but it still faces many challenges, and there is still much room for improvement in key areas and key link technologies." Said Wang Xiang, deputy director of the high technology Department of the National Development and Reform Commission. Therefore, the "Plan" puts "innovation" at the core of the development of the bioeconomy, emphasizing that it is necessary to accelerate the development of biotechnology innovation and industrialization, accelerate the breakthrough of development bottlenecks, and achieve biotechnology self-reliance.
Through the whole chain to expand the scale of biological economy industry
During the "14th Five-Year Plan" period, how to accelerate the promotion of basic research and innovative technologies to industrialization, and provide strong support for the high-level innovation and development of biotechnology? Can not do without the help of intellectual property rights.
"Carbon dioxide synthetic starch has completed the original breakthrough from 0 to 1, and the road to industrialization is a long way to go." The Tianjin Institute of Industrial Biotechnology of the Chinese Academy of Sciences (hereinafter referred to as Tianjin Institute of Industrial Biology) has achieved the world's first total synthesis from carbon dioxide to starch molecules in 6 years, and actively carried out patent portfolio layout around the technology, and is steadily promoting the engineering demonstration process of starch synthetic synthesis. In order to fully integrate technological advantages and accelerate the industrialization of synthetic biology manufacturing in China, in April this year, the State Intellectual Property Office approved the establishment of China's synthetic biology industry Intellectual Property Operations Center. Relying on Tianjin Institute of Industrial Biology, the center aggregates multiple patent pools such as "synthetic biology Enabling technology Patent Pool" and "Corynebacterium glutamicum underlying technology patent pool" to continuously explore low-level patent technologies, help the domestic synthetic biology industry technology research and development capacity to improve, and build a platform to timely release patent portfolio results. It has effectively promoted the marketization and industrialization of synthetic biotechnology.
Patent navigation engineering also plays an important role in helping the industrialization of innovation achievements in key areas. In recent years, Shanghai, Jiangsu, Heilongjiang and other places have focused on the fields of biomedicine and health, biological breeding and other industries, and deployed patent navigation work, and confirmed the competitive advantages of local patented technologies through the analysis of patent information in the field of regional biotechnology, so as to guide the choice of technological paths and lead the transformation and upgrading of industrial structure. In 2021, the scale of Shanghai's biopharmaceutical industry will exceed 700 billion yuan, and the output value of Jiangsu's biopharmaceutical industry will exceed 400 billion yuan, with obvious economic development benefits enabled by patent operation in the biological industry.
At present, China has carried out corresponding exploration in microbial data standards, enterprise drug patents and innovative technology standards. With the issuance of the "Plan", the same call for the development and use of relevant technical standards in the field of biotechnology in China continues. Experts believe that with the support of the intellectual property system, promoting enterprises to transform independent innovation in biotechnology into technical standards, and formulating and improving the guidelines for the licensing of necessary patents for biotechnology standards will become an important part of taking the initiative to do a good job in the layout of biotechnology and enhance the competitiveness of the bioeconomy.
"The chain of innovation in the bioeconomy is long, from basic research in synthetic biology and brain science, to improvements in gene sequencing technology and biodetection technology, to product development and health services. Every link in the chain of innovation is very important." Song Wei said that the continuous promotion of the whole chain of intellectual property creation, application, protection, management and service and the innovation chain of bioeconomy development, and the improvement of the management mechanism of the whole chain of bioeconomy intellectual property can provide more powerful support for the expansion and strengthening of the bioeconomy.
