The intellectual property offices, education departments (education committees), and education bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps, the Sichuan Provincial Intellectual Property Service Promotion Center, all relevant local centers, all colleges and universities directly under the Ministry of Education, and all colleges and universities under other departments:

In order to implement the important instructions of General Secretary Xi Jinping to “form an intellectual property public service system that is convenient and beneficial to the people, so that innovation results can better benefit the people”, we have implemented the “Outline for Building a Powerful Nation on Intellectual Property (2021-2035)” and the “14th Five-Year Plan” "National Intellectual Property Protection and Utilization Plan" and "Intellectual Property Public Service "14th Five-Year Plan"" related work arrangements, improve and improve the construction of important national intellectual property information public service outlets, and strengthen universities in the creation, protection, application, management and management of intellectual property. To serve the entire chain of information public service capabilities and effectively improve the ability and level of intellectual property work in universities, in accordance with the "Implementation Measures for the Construction of Intellectual Property Information Service Centers in Colleges and Universities" (Guozhibanfafuzi [2021] No. 23, hereinafter referred to as the "Measures" ) relevant regulations, it was decided to carry out the selection process for the fourth batch of national intellectual property information service centers in universities. The relevant matters are hereby notified as follows:

1. Selection Principles

In order to strengthen the construction of the national intellectual property information public service system, based on the intellectual property work capabilities and levels of universities, taking overall consideration of regional distribution, university types and subject characteristics, and in accordance with the principles of openness, fairness and impartiality, the State Intellectual Property Office and the Ministry of Education selected the fourth Approval of about 20 national intellectual property information service centers in universities will effectively play a leading and exemplary role, improve the quality and efficiency of innovation in universities, and enhance the ability of universities to serve economic and social development.

2. Declaration subject

Universities are the main entities that apply to build national intellectual property information service centers for universities, including universities directly under the Ministry of Education, local universities and universities affiliated with other departments.

3. Application conditions

(1) The university where you are located has established a university intellectual property information service center (as of June 15, 2022, subject to the time when the university issues documents);

(2) Meet the basic conditions stipulated in Article 11 of the Measures;

(3) Those who meet one of the conditions stipulated in Article 12 of the Measures will be given priority under the same conditions;

(4) Universities that have registered national intellectual property information public service outlets will be given priority under the same conditions;

(5) Universities that have been included in the construction of Technology and Innovation Support Center (TISC) shall not apply repeatedly;

(6) Relevant application materials must be true and valid and completed by each applying university.

4. Selection Procedure

(1) Submit materials. Each university submits the "Application Form for the National Intellectual Property Information Service Center of Universities" (Annex 1) (hereinafter referred to as "Application Form") and related attachments. Universities directly under the Ministry of Education and universities under other departments shall directly submit the "Application Form" and relevant attachments, and send a copy to the local provincial intellectual property management department; after local universities submit the "Application Form" and related attachments, they must go through the local provincial education administration department, knowledge management department, etc. Review and recommendation by the property rights management department. In principle, each province (autonomous region, city) and Xinjiang Production and Construction Corps recommend no more than one local university. The time for filling in and reviewing materials through the system is from June 20 to July 15, 2022.

(2) Material verification and preliminary screening. The State Intellectual Property Office and relevant departments and bureaus of the Ministry of Education will verify the materials, conduct preliminary screening based on the application conditions, and determine candidate units.

(3) Expert review. The candidate unit will report and defend, and the Public Service Department of the State Intellectual Property Office and the Science, Technology and Information Technology Department of the Ministry of Education will organize experts to conduct the review (the time and format will be notified separately).

5. List announcement and release

The State Intellectual Property Office and the Ministry of Education will publicize and release the list of colleges and universities that have passed expert review on their official websites.

6. Work requirements

All provincial intellectual property offices (intellectual property management departments) and education administrative departments must attach great importance to this selection, carefully organize this selection work, and guide relevant universities to actively apply in accordance with the requirements of the "Measures" and this notice; do a good job in the national intellectual property rights of newly-established universities Cultivation of information service centers and strengthening guidance and support for existing national intellectual property information service centers in universities. In order to facilitate the selection work, each provincial intellectual property management department, provincial education administrative department and universities directly under the Ministry of Education and universities affiliated with other departments participating in this selection are requested to designate a contact person for the selection work, and on June 20, 2022 Recently, the contact information form (Attachment 2) was sent to the contact email of the Scientific Research Development Center of Higher Education Institutions of the Ministry of Education.
