Recently, the State Intellectual Property Office and the Ministry of Finance conducted an implementation effectiveness evaluation of the provinces (autonomous regions and municipalities) participating in the patent conversion special plan, and determined that 16 provinces and cities have received central financial awards and subsidies for the patent conversion special plan. The 2022 award and subsidy funds have been released to relevant localities recently.
In March last year, the State Intellectual Property Office and the Ministry of Finance jointly issued the "Notice on Implementing the Special Plan for Patent Transformation to Assist the Innovation and Development of Small and Medium-sized Enterprises", which will award and supplement a batch of merit in three years to promote the transfer and transformation of patented technology and help the innovation and development of small and medium-sized enterprises. Prominent provinces. 30 provinces (autonomous regions and municipalities) responded actively, formulated and issued plans, and launched the implementation of special plans. Eight provinces including Beijing, Shanghai, Jiangsu, Zhejiang, Shandong, Hubei, Guangdong, and Shaanxi received the first batch of subsidies, and eight provinces including Tianjin, Hebei, Liaoning, Anhui, Fujian, Henan, Hunan, and Sichuan received new subsidies in 2022. Among them, the five provinces and cities of Beijing, Shanghai, Jiangsu, Zhejiang, and Hubei that have been notified by the General Office of the State Council for supervision and incentives have been given bonus points in this effectiveness evaluation.
Since the implementation of the special plan, various localities have taken measures to optimize the use of funds, strengthen system construction, and innovate working mechanisms, and have achieved good results. According to statistics, in 2021, the number of patent transfer licenses for universities and colleges in 16 provinces with subsidies reached 24,000, accounting for 90% of the country's total, of which 22,000 licenses were transferred to small and medium-sized enterprises, accounting for 86% of the country's total, benefiting nearly 8,000 small and medium-sized enterprises. , accounting for 88.3% of the country's total; the total amount of patent pledge financing is 207.53 billion yuan, accounting for 94.4% of the country's total, and has achieved remarkable results in promoting transformation and implementation.
Recently, the State Intellectual Property Office and the Ministry of Finance held an exchange event on the special plan for patent conversion, and put forward clear requirements for 16 provinces and cities to make good use of award and subsidy funds and implement the special plan in depth. In the next step, the State Intellectual Property Office will conscientiously implement the deployment of the Party Central Committee and the State Council, guide relevant provinces and cities to coordinate and play the role of relevant intellectual property policies, projects and platforms, improve the effectiveness of patented technology transformation, and promote stable and healthy economic development.
