According to the Development Status of the National Patent Agency Industry (2021) recently released by the State Intellectual Property Office, 734 new patent agencies were established nationwide in 2021, and the scale of the industry continued to grow.
The data show that the development of the patent agency industry is stable and orderly. By the end of 2021, the number of patent agencies reached 3,934 (excluding Hong Kong, Macao and Taiwan), and the number of patent agency branches reached 2,237. Among them, 825 agencies were established for more than 10 years, accounting for more than 20% of the total number of agencies, and 316 agencies were established for more than 20 years. In terms of talent, by the end of 2021, the number of people who have obtained patent agent qualification certificates has reached 60,369, 26,840 practicing patent agents, and 3,845 litigation agents. Nearly half of the practicing patent agents have been in practice for more than 5 years, of which 5,774 have been in practice for more than 10 years.
The report also shows that in 2021, the reform of the patent agency industry continues to deepen and industry supervision continues to strengthen. The State Intellectual Property Office issued the Implementation Plan for the Nationwide Implementation of the Notification Commitment System for the approval and Approval of Patent Agencies' practice Licenses, and issued the Service Guide for the Approval and Approval of Patent Agencies (2021) to implement the reform of notification commitment for the approval and approval of patent agencies' practice licenses. In terms of industry supervision, the State Intellectual Property Office further promoted the "blue sky" special rectification action of the intellectual property agency industry, interviewed 2,350 agencies, ordered 2,105 rectification, issued 220 fines and warnings, and revoked and suspended 12 agencies.
