The World Intellectual Property Report 2026: Technology on the Move

On February 17, 2026, the World Intellectual Property Organization (WIPO) officially released The World Intellectual Property Report 2026: Technology on the Move. Based on an in-depth analysis of 250 years of historical technology usage data and 50 years of big data on patents and scientific publications, the report finds that the global diffusion of new technologies has reached an unprecedented pace, and the gaps in innovation-use intensity among countries are narrowing rapidly — reshaping global economic development patterns and opportunities in ways never seen before.
The report’s findings reveal significant shifts in the global spread of technology:
From “decades-long lags” to “real-time, delay-free diffusion.” In the 19th century, disruptive technologies such as the telegraph and the automobile took decades to permeate global markets. Today, thanks to highly interconnected digital economies and mature infrastructure, the reach of innovation is nearly instantaneous. Take generative AI (e.g., ChatGPT) as an example: such cutting-edge digital technologies can reach end users in almost all countries worldwide within just days.
Cross-border knowledge flows accelerate, geographic barriers dissolve. Analysis of patent citation data shows that the rate of international knowledge flows has doubled over the past half-century. By 2020, the time lag between domestic and international patent citations had essentially vanished, proving that geographic distance is no longer a major obstacle to the spread of human knowledge. However, the report also notes that it still takes an estimated 10 years to translate basic scientific discoveries into genuine industrial innovations.
While barriers to technology diffusion are being broken down, the global landscape of “innovation leadership” remains highly concentrated. The report indicates that breakthrough innovations are still largely led by the United States, Western Europe, and Japan. At the same time, China is powerfully emerging as a frontrunner in deep tech, having greatly increased its international openness in scientific research and playing an increasingly vital role in global technology diffusion.
To help economies better translate “technology diffusion” into tangible economic growth, WIPO’s report explicitly identifies four core factors that determine the speed of technology spread:
① Technology characteristics. Technologies that are modular, low-cost, and less dependent on infrastructure (e.g., digital applications) diffuse fastest; capital-intensive technologies (e.g., clean energy storage) diffuse more slowly.
② Information flows. The proliferation of digital platforms and AI has greatly reduced the cost of technological learning, accelerating local adaptation of technologies.
③ Absorptive capacity. A country’s education level, talent and skills base, and research strength determine whether it can truly digest and master foreign technologies.
④ Public policy and IP systems. Well-designed regulatory frameworks, interoperability standards, and balanced IP protection systems serve as catalysts for large-scale technology application.
As WIPO Director General Daren Tang emphasized, in an era where “geography is no longer a constraint on knowledge flows,” countries must use prudent policy choices to truly translate the rapid flow of technology into their own development momentum.
