On February 24, the Guangdong Provincial Intellectual Property Protection Center released the results of its patent rapid pre-examination business for the first time - Guangdong's "Patent Rapid Pre-examination Business Results". The number of patent pre-examinations accepted by the Guangdong Intellectual Property Protection Center in 2022 is 2.5 times that of the previous year, ranking second among national protection centers. By the end of 2022, a total of 12,812 patents have passed pre-examination and have officially entered the State Intellectual Property Office's fast-track examination, with a total of 8,801 patent authorizations.

Data shows that since April 30, 2019, the Guangdong Provincial Intellectual Property Protection Center has received a total of 18,383 patent pre-examination applications (15,756 invention patents, 1,906 utility models, and 721 designs), of which 12,812 passed the pre-examination and entered the national intellectual property The Intellectual Property Office has a fast review channel, and 8,801 patents have been officially authorized; a total of 5,428 innovation entities have been registered, including 3,981 new generation information technology companies and 1,447 bio-industry companies.

Xie Hong, member of the Party Committee and Deputy Director of the Center, said that the Guangdong Provincial Intellectual Property Protection Center’s rapid patent pre-examination plays a positive role in serving the innovation of the new generation of information technology and bio-industry. Currently, the protection center's patent rapid pre-examination service can accept 88 IPC classification numbers and 32 Locarno classification numbers, covering most of the technical fields of the two strategic industrial clusters of new generation electronic information, biomedicine and health.

The patent rapid pre-examination service is committed to continuously improving the efficiency and level of intellectual property protection. Its effectiveness is reflected in:

In February 2020, in order to support and cooperate with the prevention and control of the new coronavirus pneumonia epidemic and protect the urgent needs of patent applicants related to epidemic prevention and control in Guangdong Province, the Guangdong Provincial Intellectual Property Protection Center immediately applied to the State Intellectual Property Office for epidemic prevention and control-related patent applications. A “green” channel is opened for patent applications. Since February 2020, a total of 356 patents related to epidemic prevention and control from 147 innovative entities have been accepted, covering all fields of epidemic prevention and control and all types of patents. A total of 204 cases have entered the fast review channel, and 139 cases have been authorized. Among them, Guangzhou Enbao Biomedical Technology Co., Ltd. passed the "green" channel and obtained two new crown vaccine patent authorizations in just 5 months. It was the first authorized new crown vaccine patent in the country; Da'an Gene Co., Ltd. passed the "green" channel. The invention patent "New Coronavirus ORF1ab Gene Nucleic Acid Detection Kit" submitted by the channel won the 23rd China Patent Gold Award in 2022 and the 8th Guangdong Province Patent Gold Award.

In accordance with the requirements of the State Intellectual Property Office on continuing to strictly regulate patent application behavior, the Guangdong Provincial Intellectual Property Protection Center has taken multiple measures including strict review, front-end containment, key inspections, reminder interviews, publicity and training, etc., to continuously guide innovation entities and service organizations to standardize Patent application behavior.

Xie Hong said that Guangdong Province is working hard to build an intellectual property "quick protection" system for strategic emerging industry clusters with provincial key support and staggered development of prefectures and cities.
