Detailed Implementation Rules for Special Funds for Intellectual Property, Brand and Standardization in Longhua District, Shenzhen City

Chapter 1 General Provisions

Article 1 is based on the "Several Provisions on the Implementation of Intellectual Property, Brand, and Standardization Strategies in Longhua District, Shenzhen City" (Shenlong Huafu Bangui [2023] No. 4) and the "Measures for the Management of District-level Financial Special Funds in Longhua District" (Shenlonghua District) Government Regulations [2021] No. 10), formulates these implementation rules.

Article 2 The principles of free reward funding, voluntary declaration, and social supervision shall be implemented.

Article 3 The Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation is the competent department responsible for implementing strategic funding for intellectual property, branding, and standardization. Its responsibilities are as follows:

(1) Propose the annual special fund budget to the district special fund management leading group;

(2) Accept awards and funding applications from units and individuals, organize inspections, reviews, and reviews, and be responsible for establishing and managing the files of award and funding projects;

(3) Responsible for performance evaluation of award-funded projects.

Article 4 Entities that have enjoyed other special financial support policies in Longhua District for the same project shall not apply for rewards or funding stipulated in these implementation rules.

Article 5 The application conditions for the applicant’s funded project consist of basic conditions and special conditions. In addition to meeting the basic conditions, the applicant must also meet the special conditions corresponding to the funded project. The reporting subjects are enterprises, institutions, other social organizations and individuals that are registered in accordance with the law and are actually engaged in business activities in Longhua District. If the reporting subjects are individuals, they need to have a Longhua District household registration or have lived in Longhua District for one year.

Chapter 2 Implementation Rules

Section 1 Funding Implementation Rules for Copyright Demonstration Units (Parks and Bases)

Article 6 Units that meet the following conditions at the same time may apply for funding for copyright demonstration units (parks, bases) from the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation:

(1) Units that have made outstanding achievements in copyright creation and protection and have been rated as "National Copyright Demonstration Units", "National Copyright Demonstration Parks (Bases)" or "Guangdong Copyright Industry Demonstration Bases";

(2) Enterprises, institutions or other social organizations that are registered in accordance with the law, are actually engaged in business activities in Longhua District, and have stable office space in Longhua District.

  Article 7 Funding Standards:

The "National Copyright Demonstration Unit" and "National Copyright Demonstration Park (Base)", which have been evaluated and awarded by the National Copyright Bureau, each have a subsidy of 1 million yuan; the "Guangdong Province Copyright Industry Demonstration Base" has been evaluated and awarded by the Guangdong Provincial Copyright Bureau. , each family will receive a subsidy of 500,000 yuan.

Article 8 Application materials:

(1) "Shenzhen Longhua District Copyright Demonstration Unit Funding Application Form";

(2) A copy of the certificate of "National Copyright Demonstration Unit", "National Copyright Demonstration Park (Base)" or "Guangdong Province Copyright Industry Demonstration Base" (original to be verified);

(3) The enterprise cluster shall provide proof of its internal management organization and a unified format of tax payment certificate issued by the tax department;

(4) Summary of the intellectual property work of the demonstration base applicant unit in the past three years;

(5) Other relevant materials.

Section 2 Implementation Rules for Funding Enterprises with Intellectual Property Advantages

Article 9 Enterprises that meet the following conditions at the same time may apply to the Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation for funding for enterprises with intellectual property advantages:

(1) Enterprises that are registered in accordance with the law, are actually engaged in business activities in Longhua District, have stable office space in Longhua District, have a specialized intellectual property management agency, have full-time intellectual property staff, and have established a relatively sound intellectual property management system. ;

(2) The enterprise's intellectual property publicity and training work has been institutionalized, with the training rate of enterprise management and R&D personnel reaching more than 80%, and the training rate of employees reaching more than 60%;

(3) The enterprise has established a technology development patent search system, and the main R&D personnel will use the patent information system and review and analyze patent documents;

(4) The annual growth rate of the enterprise's patent authorization is higher than the average growth rate of the region or the number of valid patents ranks among the top 10 peers in the region; or the number of copyright registrations has continued to grow in the past two years; or the number of trademark registrations and approvals has continued to grow in the past two years;

(5) Investment in intellectual property work in the previous year (including intellectual property labor costs, intellectual property education and training, intellectual property informatization construction, intellectual property protection/rights protection, intellectual property application official fees and agency fees, intellectual property professional consulting, etc. Expenses) account for more than 2% of R&D investment;

(6) Relevant enterprises engaged in intellectual property services, their invention patent agency volume, trademark agency volume and tax payment are among the top in the same industry in the region, and they have sound systems and standardized management;

(7) The use of intellectual property rights is effective, the intellectual property rights play a core supporting role in products (services), or the intellectual property rights have been implemented externally, or certain results have been achieved in the field of intellectual property finance;

(8) The enterprise has not been subject to administrative penalties for intellectual property violations within two years of applying for this funding, and has not refused to withdraw an abnormal patent application or submitted appeal materials and sufficient written evidence. This has not occurred within three years before the application date. In cases of false reporting or fraudulent receipt of funding, intellectual property service companies have not violated relevant industry management regulations.

Article 10 Funding standards:

The enterprises with superior intellectual property rights in Longhua District are reviewed by the Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation. No more than 10 companies will be selected each year. Each company will receive a subsidy of 500,000 yuan and be awarded a plaque for enterprises with superior intellectual property rights in Longhua District.

Article 11 Application materials:

Enterprises applying for intellectual property advantages in Longhua District should apply to the Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation within the specified time and submit the following materials:

(1) "Application Form for Enterprises with Intellectual Property Advantages in Longhua District, Shenzhen";

(2) A uniform format of tax payment certificate issued by the tax department;

(3) Intellectual property institution construction and management system;

(4) The enterprise’s application and authorization for patent or copyright registration, trademark registration status, list and supporting materials over the years;

(5) Intellectual property investment audit report issued by a third-party institution in accordance with the law;

(6) The application status of intellectual property service agencies for patents, trademarks and copyrights in the past three years, annual tax payment status (tax payment certificate), and the overall work situation of the agency;

(7) Relevant materials on the effectiveness of work in various fields of intellectual property creation, application and protection;

(8) A letter of commitment stating that the applicant has not been punished for intellectual property violations within two years before the application date, and has not made false reports or falsely received funding within three years before the application date;

(9) Other relevant supporting materials.

Section 3 Implementation Rules for Funding Small and Micro Intellectual Property Advantage Enterprises

Article 12 Enterprises that meet the following conditions at the same time may apply to the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation for funding for small and micro intellectual property advantageous enterprises in Longhua District:

(1) Enterprises that are registered in accordance with the law, are actually engaged in business activities in Longhua District, have stable office space in Longhua District, have a specialized intellectual property management agency, have full-time intellectual property staff, and have established a relatively sound intellectual property management system ;

(2) The enterprise's intellectual property publicity and training work has been institutionalized, with the training rate of enterprise management and R&D personnel reaching more than 60%, and the training rate of employees reaching more than 50%;

(3) The enterprise has established a technology development patent search system, and the main R&D personnel will use the patent information system and review and analyze patent documents;

(4) The number of patent authorizations, copyright registrations, or trademark registration approvals has continued to grow in the past two years;

(5) Enterprise investment in intellectual property work (including intellectual property labor costs, intellectual property education and training, intellectual property informatization construction, intellectual property protection/rights protection, intellectual property application official fees and agency fees, intellectual property professional consulting and other related expenses ) accounted for an increase in corporate R&D investment year by year;

(6) The use of intellectual property rights is effective, the intellectual property rights play a core supporting role in products (services), or the intellectual property rights have been implemented externally, or certain results have been achieved in the field of intellectual property finance;

(7) Small and micro enterprises with operating income of less than 20 million yuan and less than 300 employees;

(8) Excluding enterprises that have obtained national, provincial, municipal and district intellectual property advantages;

(9) The enterprise has not been subject to administrative penalties for intellectual property violations within two years of applying for this funding, and has not refused to withdraw its abnormal patent application or submitted appeal materials and sufficient written evidence. This has not occurred within three years before the application date. False reporting and fraudulent receipt of subsidies.

Article 13 Funding standards:

The small and micro intellectual property advantageous enterprises in Longhua District are reviewed by the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation. No more than 10 companies will be selected each year, and each company will receive a subsidy of 300,000 yuan.

Article 14 Application materials:

To apply for small and micro intellectual property advantageous enterprises in Longhua District, they should apply to the Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation within the specified time and submit the following materials:

(1) "Application Form for Small and Micro Intellectual Property Advantage Enterprises in Longhua District, Shenzhen";

(2) A uniform format of tax payment certificate issued by the tax department;

(3) A list and supporting materials of the enterprise’s applications and authorizations for patents, copyright registrations, and trademark registrations over the years;

(4) Intellectual property institution construction and management system;

(5) Intellectual property investment audit report issued by a third-party institution in accordance with the law;

(6) Relevant materials on the effectiveness of work in various fields of intellectual property creation, application and protection;

(7) Failure to obtain a letter of commitment from a national, provincial, municipal or district enterprise with intellectual property advantages;

(8) A letter of commitment stating that the applicant has not been punished for intellectual property violations within two years before the application date, and has not made false reports or falsely received funding within three years before the application date;

(9) Other relevant supporting materials.

Section 4 Implementation Rules for Patent Award Supporting Rewards

Article 15 Entities that meet the following conditions at the same time may apply to the Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation for supporting patent award awards:

(1) Enterprises, institutions or other social organizations that are registered in accordance with the law, actually engage in business activities in Longhua District, and have stable offices in Longhua District. If the applicant is an individual, he or she must have a Longhua District household registration or have lived in Longhua District for one year ;

(2) Those who have won the "China Patent Gold Award", "China Patent Silver Award", "China Patent Excellence Award", "Guangdong Patent Gold Award", "Guangdong Patent Silver Award", "Guangdong Patent Excellence Award" or "Shenzhen Patent Award".

Article 16 Funding standards:

To implement matching funding for patent awards, those who have won the following patent awards can be funded separately, and the patentee in the first order should apply for the matching funding:

(1) Those who win the "China Patent Gold Award" will receive a matching subsidy of RMB 1 million per item; those who win the "China Patent Silver Award" will receive a matching subsidy of RMB 250,000 per item; those who win the "China Patent Excellence Award" will receive a matching subsidy of RMB 10 per item. Ten thousand yuan;

(2) Those who win the "Guangdong Patent Gold Award" will receive a supporting subsidy of 150,000 yuan for each item; those who win the "Guangdong Patent Silver Award" will receive a supporting subsidy of 100,000 yuan for each item; those who win the "Guangdong Patent Excellence Award" will receive a supporting subsidy of 50,000 yuan for each item. Ten thousand yuan;

(3) Those who win the "Shenzhen Patent Award" will receive a supporting subsidy of 150,000 yuan for each project. Article 17 Application materials:

(1) "Application Form for Supporting Awards of Shenzhen Longhua District Patent Award";

(2) Copies of relevant certification materials for winning the "China Patent Gold Award", "China Patent Silver Award", "China Patent Excellence Award", "Guangdong Patent Gold Award", "Guangdong Patent Silver Award", "Guangdong Patent Excellence Award" or "Shenzhen Patent Award" (check the original);

(3) A uniform format of tax payment certificate issued by the tax department; a copy of the legal person registration certificate of a public institution or a legal person registration certificate of a social organization (the original must be verified); individuals with Longhua District household registration must provide a copy of their household register and ID card (the original must be verified) , individuals who have lived in Longhua District for one year shall provide a copy of their residence permit (the original will be verified).

Section 5 Industrial Intellectual Property Alliance Funding Implementation Rules

Article 18 Entities that meet the following conditions at the same time may apply to the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation for funding from the Industrial Intellectual Property Alliance:

(1) The applicant is an enterprise, institution or other social organization that is the secretary unit or sponsor of the alliance, is registered in accordance with the law, is actually engaged in business activities in Longhua District, and has a stable office space in Longhua District;

(2) The alliance has been registered with the Shenzhen Intellectual Property Administration, has been established for more than 2 years and is operating well;

(3) The alliance has not received funding from this article in the past three years;

(4) The number of valid intellectual property rights (including patents, trademarks, copyrights, etc.) owned by alliance member units totals more than 100, and has continued to grow in the past two years;

(5) Last year, we carried out intellectual property database construction, patent pool establishment, intellectual property license transfer or intellectual property early warning analysis, intellectual property rights protection and other intellectual property-related work, making positive contributions to the industrial development of Longhua District, Shenzhen.

Article 19 Funding standards:

The industrial intellectual property alliance that has been registered with the Shenzhen Intellectual Property Authority and is in line with the industrial policy orientation of Shenzhen Longhua District will be funded. No more than 3 projects will be selected each year. Each subsidy will not exceed 200,000 yuan based on the actual expenditure cost of the previous year.

Article 20 Application materials:

Entities applying for funding from the Longhua District Industrial Intellectual Property Alliance should apply to the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation and submit the following materials within the specified time:

(1) "Shenzhen Longhua District Industrial Intellectual Property Alliance Application Form";

(2) Applicant’s main qualification materials

(3) A uniform tax payment certificate issued by the tax department;

(4) Materials related to industrial intellectual property alliance registration;

(5) Charter of the Industrial Intellectual Property Alliance;

(6) Intellectual property ownership materials, lists, etc. related to patent certificates, trademark certificates, copyright registration certificates, etc. of alliance member units;

(7) Relevant materials for carrying out intellectual property database construction, patent pool establishment, intellectual property licensing and transfer, intellectual property early warning analysis, and intellectual property rights protection;

(8) Intellectual property investment and output (an audit report on the expenditure cost of intellectual property work for the previous year issued by a third-party agency in accordance with the law).

Section 6 Implementation Rules for Intellectual Property Pledge Loans

Article 21 The following entities that obtain intellectual property pledge loans may apply for funding from the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation:

Entities registered in accordance with the law, actually engaged in business activities in Longhua District, and having stable office space in Longhua District (except guarantee institutions applying for guarantee risk compensation); the same enterprise legal person and its wholly-owned subsidiaries (the parent company holds 100% of the shares ) or its holding subsidiary (the parent company’s shareholding ratio exceeds 50% but does not reach 100%) is regarded as the same applicant.

Article 22 Funding standards:

Apply for a bank loan with a term of one year by pledging intellectual property rights (including patent rights, copyrights, and trademark rights). After paying off the principal and interest of the loan, the enterprise can apply for funding based on 70% of the loan interest and intermediary fees (guarantee fees, evaluation fees, insurance premiums). The total annual funding for each enterprise shall not exceed 1.2 million yuan. The total annual funding for this project shall not exceed 6 million yuan. If the total amount of funding applied for for this project exceeds 6 million yuan that year, the actual funding amount will be distributed proportionally. The proportion of the funding amount applied by a single enterprise to the total funding amount applied by all enterprises is N, and the actual funding amount for each enterprise is 6 million yuan*N.

Article 23 Application materials:

(1) "Shenzhen Longhua District Intellectual Property Pledge Loan Funding Application Form";

(2) A uniform format of tax payment certificate issued by the tax department;

(3) Relevant contracts signed with intermediary agencies, and copies of relevant intermediary agency evaluation reports (originals must be verified);

(4) Copies of loan documents (loan master contract, pledge contract, pledge registration certificate, guarantee contract (if any), insurance documents (if any), etc.) (originals to be verified);

(5) A copy of the "Loan Settlement Certificate" (issued by the bank, the original will be verified);

(6) Copies of intermediary fee lists and bills, loan invoices, repayment receipts and interest payment vouchers (originals must be verified).

Section 7 Implementation Rules for Supporting Funding for Patent Transformation and Utilization of Small, Medium and Micro Enterprises

Article 24 Enterprises that meet the following conditions at the same time may apply to the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation for supporting awards for patent transformation and utilization:

Enterprises that are registered in accordance with the law, are actually engaged in business activities in Longhua District, and have stable office space in Longhua District; enterprises that have received funding for the conversion and utilization of patents for small, medium and micro enterprises in Shenzhen in the previous year.

Article 25 Funding standards:

For small, medium and micro enterprises that have received municipal funding for patent conversion and utilization in the previous year, top-up funding will be provided based on 5% of the actual licensing fee and transfer amount. That is, the total amount of municipal and level funding received by the applicant for this project shall not exceed 5% of the actual license fee and transfer amount. Each applicant's annual funding amount at this level shall not exceed 200,000 yuan, and the total annual funding for this project shall not exceed 3 million yuan.

In principle, on the basis of the amount of Shenzhen patent transformation and application funding actually obtained by the applicant, top-up funding will be provided based on 5% of the actual licensing fee and transfer amount of the project. If the total amount of funding applied for for this project exceeds 3 million yuan that year, the actual funding amount will be distributed proportionally. The proportion of the funding amount applied by a single enterprise to the total funding amount applied by all enterprises is N, and the actual funding amount for each enterprise is 3 million yuan*N.

Article 26 Application materials:

(1) "Application Form for Supporting Funding for Patent Transformation and Utilization of Small, Medium and Micro Enterprises in Longhua District, Shenzhen";

(2) Copies of relevant certification materials for obtaining Shenzhen Patent Transformation and Utilization Funding in the previous year (original to be verified);

(3) A uniform format of tax payment certificate issued by the tax department.

Section 8 Implementation Rules for Funding for Intellectual Property Rights Protection

Article 27 Entities that meet the following conditions may apply to the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation for domestic and foreign intellectual property rights protection funding in Longhua District:

(1) Enterprises, institutions or other social organizations that are registered in accordance with the law, are actually engaged in business activities in Longhua District, and have stable offices in Longhua District. If the applicant is an individual, he or she must have a Longhua District household registration or have lived in Longhua District for one year ;

(2) Intellectual property rights protection projects are carried out through administrative means, including completed administrative mediation (only for the petitioner) or administrative rulings, effective judgments, arbitration awards, settlements that have been judicially confirmed by the People's Court and have been completed, but If the applicant is found to have constituted infringement, funding will not be granted;

(3) The completion of the intellectual property rights protection project shall not exceed one year;

(4) The intellectual property rights protection project has certain reference and guidance functions for relevant industries in Longhua District, Shenzhen City, has certain reference significance for the policy formulation of Longhua District, Shenzhen City, or has other important social significance and influence;

(5) Agree to disclose information, research results, and rights protection experience related to intellectual property rights protection projects to the public and make them available to others for free use without permission.

(6) There is no record of violation of relevant national laws and regulations, no punishment for intellectual property violations within two years before the application date, and no abnormal patent application refusal to withdraw and failure to submit appeal materials and sufficient written evidence. There has been no false reporting or fraudulent receipt of funding in the three years before the date of the date.

(7) If the project has obtained intellectual property insurance compensation, it will not be funded.

(8) If the relevant expenditures are used to pay the settlement fees of the settlement agreement in the project, they will not be funded.

Illustrate:

(1) "Foreign-related" in foreign-related rights protection projects means that the place where the case occurs, the place of trial or the place of execution is overseas.

(2) "Completion time does not exceed one year" refers to the date when the administrative mediation letter or administrative ruling is issued or the date when the judgment, award or mediation agreement comes into effect. From that date to the application deadline, it shall not exceed one year.

(3) A project may contain single or multiple rights protection matters. If the rights are protected against different infringers with one ownership, or if the rights are protected with multiple ownerships, the application can be combined into one project.

Article 28 Funding standards:

70% of the reasonable rights protection costs (including attorney fees and evidence collection fees) spent on intellectual property rights protection projects will be funded. The total annual funding for each applicant shall not exceed 500,000 yuan. However, if the applicant is found to have constituted an infringement, no funding will be provided. The same applicant will not be funded more than once per year, and the total annual funding for this project will not exceed 5 million.

Article 29 Application materials:

(1) "Shenzhen Longhua District Intellectual Property Rights Protection Funding Application Form";

(2) Copy of intellectual property certificate (original to be verified) (such as patent certificate, trademark certificate, etc.);

(3) A uniform format of tax payment certificate issued by the tax department; a copy of the legal person registration certificate of a public institution or a legal person registration certificate of a social organization (the original must be verified); individuals with Longhua District household registration must provide a copy of their household register and ID card (the original must be verified) , individuals who have lived in Longhua District for one year shall provide a copy of their residence permit (the original will be verified);

(4) Case progress description and case analysis report and other research results (including ① detailed basic information on rights protection matters: such as plaintiff, defendant, agency law firm/intellectual property service agency, lawyer, rights protection team, types of intellectual property rights and intellectual property rights Information, etc.; ② Clear and complete rights protection process; ③ Case analysis: such as legal/business key analysis, rights protection strategy analysis and suggestions, experience sharing, etc.; ④ Social influence: such as whether it is a groundbreaking case in litigation, whether it is officially selected as relevant Typical cases, industry attention, news media coverage of the case, etc.; ⑤ Material attachments: intellectual property rights certificates, proof of social influence of the case, etc. The above materials must be stamped with the official seal of the applicant at the signature place, and multiple pages must be stamped chapter);

(5) Description of cost expenditures (including details of expenditures on personnel, property, property, etc. and relevant vouchers, etc., which must be stamped with the applicant’s financial seal);

(6) Mediation agreements, administrative rulings and related materials that have been completed (stop infringement agreement, enforcement ruling), judgment documents, arbitration awards, settlement agreements and their execution and other materials;

(7) Materials such as evidence to respond and legal service contracts.

Section 9 Funding Implementation Rules for Intellectual Property Protection Workstation

Article 30 Units that meet the following conditions at the same time may apply for funding for the Intellectual Property Protection Workstation from the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation:

(1) The applicant belongs to an industry association, chamber of commerce or intellectual property park operator that is registered in accordance with the law and is actually engaged in business activities. It has established an intellectual property protection workstation for more than 1 year, and the workstation has been registered with the municipal or district intellectual property authority;

(2) Have a stable workplace in Longhua District, and be equipped with more than 2 full-time or part-time staff responsible for intellectual property protection, and the relevant work system is relatively complete;

(3) Earnestly implement relevant national, Guangdong Province, and Shenzhen municipal intellectual property protection policies, actively implement Shenzhen’s “14th Five-Year Plan” for intellectual property protection and utilization, and achieve good results in industrial intellectual property protection and governance;

(4) Formulate the annual work plan of the workstation every year, conduct analysis of the industry’s intellectual property status, and report the annual work situation and industry’s intellectual property status to the Longhua District Intellectual Property Authority on time;

(5) Carry out intellectual property protection publicity, training, services, and research in Shenzhen, provide intellectual property information retrieval, legal consultation, rights protection assistance, dispute resolution, industry and enterprise intellectual property status analysis and other services to Shenzhen enterprises and other innovative entities, and establish disputes Set up a resolution service mechanism and organize the mediation of intellectual property disputes.

(6) Has not received any funding stipulated in this article in the past two years.

Article 31 Funding standards:

Article 53 Projects under the approval system will be approved by the Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation based on the funding conditions and application materials. Article 56 Projects to be funded after approval or review need to be disclosed to the public on the Longhua District Government website, including the intended funding objects, project name, funding amount, name of the competent department, publicity period, objection submission method, etc. The publicity period shall be no less than 5 working days.

During the publicity period, any unit or individual may raise objections. The unit or individual who raises an objection should submit objection materials, explain the reasons, and provide legal and valid proof; the written objection materials provided by the unit should be signed and confirmed by the legal representative and stamped with the official seal of the unit, and the written objection materials provided by individuals should be signed by the person's true identity. Name, and indicate contact number and mailing address.

The Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation will accept materials that comply with relevant regulations. The accepted objection materials should be verified within 10 working days from the date of acceptance, and a handling opinion should be issued and reported to the district business leader for review.

After the expiration of the publicity period, if the objection is established, no funding will be provided, and the investigation and verification status will be sent to the person being objected; if there is no objection or the objection is not established, the investigation and verification status will be fed back to the unit or individual who raised the objection.

Article 57: Projects to be funded that have no objections or objections are not established shall be included in the department budget after collective resolution and review by the district leaders. For funding projects that are consistent with the nature of the special industrial policies of other units, the funding amount will be higher, and the applicant enterprise (unit) can only choose one party to apply.

If the total amount exceeds the annual budget limit of the corresponding project, it needs to be converted according to the funding coefficient. The formula for calculating the funding coefficient is: the proportion of the corresponding project budget divided by the total amount of funding (rewards) to be made. The formula for calculating the actual amount of funding (award) for an enterprise is: the proposed funding amount multiplied by the funding coefficient.

Chapter 4 Supervision and Inspection

Article 60 If a consulting expert who participates in review or evaluation takes advantage of the opportunity of review or evaluation to seek personal gain or engages in fraud, once discovered, the consultant's qualifications to participate in project and fund review will be cancelled. Those who should be held accountable shall be held accountable in accordance with relevant regulations; if a crime is constituted, Transfer the case to judicial authorities for processing in accordance with the law.

Article 61 The Longhua Supervision Bureau of the Shenzhen Municipal Administration for Market Regulation, as the department in charge of special funds, must use and manage special funds in strict accordance with the "Longhua District District-level Financial Special Fund Management Measures".

Chapter 5 Supplementary Provisions

Article 62 The Longhua Supervision Bureau of Shenzhen Municipal Administration for Market Regulation is responsible for the interpretation of these implementation rules.
