Recently, the State Council issued the "Opinions on Carrying out Business Environment Innovation Pilot Work", deploying business environment innovation pilots in six cities including Beijing, and also issued the "List of Reform Matters for the First Batch of Business Environment Innovation Pilots". The State Intellectual Property Office made urgent arrangements and formulated the "Internal Division of Work Plan for the First Batch of Business Environment Innovation Pilot Reform Items" in response to the reform items in the intellectual property field in the list to implement the reforms.

The "delegation, regulation and service" reform in the field of intellectual property is a strong support for the continuous optimization of the business environment. In order to fully demonstrate the value and contribution of intellectual property work in optimizing the business environment, in 2020, the State Intellectual Property Office actively cooperated with the National Development and Reform Commission to carry out work on intellectual property indicators for China's business environment assessment. According to the index evaluation results, 20 cities including Shenzhen, Suzhou, Shanghai, and Guangzhou have become benchmark cities in the field of intellectual property creation, protection, and application indicators. The reporter learned that in the process of deepening reforms, relevant departments in various regions have focused on public experience and provided more convenient and efficient intellectual property services to the public and innovative entities through a combination of "online + offline", activating innovation in various regions. In Shenzhen, the China (Shenzhen) Intellectual Property Protection Center, which integrates patent, trademark, copyright, integrated circuit layout design and other businesses, has become the first choice for local people to handle intellectual property business. The center not only carries out service work such as patent application acceptance, fee collection, and fee reduction filing, but also provides pre-examination services, conducts pre-review of patent application documents submitted by enterprises, and shortens the patent authorization cycle. More effective management and quality development

Based on the new stage of high-quality development of intellectual property work in my country, all localities have strengthened management, highlighted quality orientation, and promoted the transformation of intellectual property work from pursuing quantity to improving quality.
