Notice of the State Intellectual Property Office on Determining Pilot Demonstration Cities for the Construction of National Intellectual Property Strong City (Attached is the list of demonstration and pilot cities)

The Intellectual Property Offices of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, the Sichuan Provincial Intellectual Property Service Promotion Center, and relevant local centers: In accordance with the "State Intellectual Property Office Office's Notice on Carrying out Pilot and Demonstration Work on Building an Intellectual Property Power for Cities, Counties, and Parks" Notice" (State Intellectual Property Office Hanyun Zi [2021] No. 1197) requires that 38 cities (districts) including Beijing's Haidian District have been identified as national demonstration cities for the construction of strong intellectual property cities through local application recommendation, material review, expert review and other procedures. Cities (see Appendix 1 for the list), 72 cities (urban districts) including Fengtai District in Beijing are pilot cities for the construction of national intellectual property strong cities (see Appendix 2 for the list), and the pilot demonstration period is from July 2022 to June 2025.

In accordance with the requirements of the "Notice of the Office of the State Intellectual Property Office on Carrying out Pilot Demonstration Work for Building an Intellectual Property Power for Cities, Counties, and Parks" (State Intellectual Property Office Hanyun Zi [2021] No. 1197), after local application recommendation, material review, and expert review and other procedures, 38 cities (districts) including Beijing’s Haidian District were identified as national demonstration cities for the construction of strong intellectual property cities (see Appendix 1 for the list), and 72 cities (districts) including Beijing’s Fengtai District were designated as pilot cities for the construction of national strong intellectual property cities. Cities (see Appendix 2 for the list), the pilot demonstration period is from July 2022 to June 2025.

The intellectual property offices of all provinces (autonomous regions and municipalities directly under the Central Government) must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Sessions, and in accordance with the "Outline for Building a Powerful Country on Intellectual Property" issued by the Central Committee of the Communist Party of China and the State Council. (2021-2035)" and the task deployment of the "14th Five-Year Plan for National Intellectual Property Protection and Utilization" issued by the State Council, taking the pilot demonstration work of building a strong national intellectual property city as an important starting point, strengthening work guidance and resource investment , establish a strong city co-construction mechanism with relevant cities, guide cities to formulate pilot demonstration work plans, and achieve provincial and municipal linkage and all-area actions by decomposing tasks at each level and consolidating responsibilities step by step, creating a highland for regional intellectual property work, and leading the province High-quality development of intellectual property rights.

Relevant cities should optimize and improve the pilot demonstration work plan under the guidance of the intellectual property office of the province (autonomous region, municipality directly under the Central Government), clarify the division of tasks, and issue it within 2 months from the date of approval by the city people's government, and report it to the province (autonomous region, municipality directly under the Central Government). Registered with the Intellectual Property Office and the Utilization Promotion Department of the State Intellectual Property Office. It is necessary to incorporate the pilot demonstration work into the important agenda of the municipal party committee and municipal government, strengthen organizational leadership and condition guarantees, accelerate the implementation of various work measures, continuously improve intellectual property governance capabilities and efficiency, ensure that the pilot demonstration work achieves actual results, and effectively play the role of demonstration and leadership , providing strong support for the construction of a strong country with intellectual property rights.
