First, speed up the establishment of intellectual property operation centers. Promote the establishment of intellectual property operation centers by district-affiliated investment control, finance, scientific research and intellectual property service institutions to conduct full-process design for enterprise establishment, research and development, procurement, sales and other business development, and provide full-cycle services for enterprises with financing and listing needs. Comprehensive services including intellectual property layout, technical due diligence, competition decision-making, dispute resolution, and general legal affairs. Continue to increase the introduction of professional talents in intellectual property, investment, industry, technology, etc., and use professional talent teams to promote the improvement of the overall capabilities and levels of intellectual property service institutions in the region.

The second is to build a high-end intellectual property service cluster. Further extend the professional intellectual property service chain, and based on the closed-loop development idea of "innovation + intellectual property + finance + industry", use intellectual property, especially patents, as the starting point to integrate various innovation resources, incubate intellectual property cultivation projects, and increase The introduction of high-end institutions in the intellectual property service value chain will attract more chain owners to settle in the park, promote the establishment of an intellectual property demonstration park, and promote the industrialization of more innovative achievements in Longhua.

The third is to establish a patent operation and achievement transformation fund. The government invests in the establishment of a fund to guide social capital, especially technology-based enterprises with rich technology accumulation, to invest. Starting from the creative stage of intellectual property rights, the starting point of investment intervention is advanced, and by analyzing its prospects and market demand, we screen out the most promising ones. Invest in valuable ideas and provide financial support, and obtain financing as the intellectual property matures, thereby realizing the full chain operation of intellectual property funds. In addition, we draw on advanced foreign experience, integrate experts in finance, law, intellectual property, and industry, and establish an intellectual property asset evaluation advisory committee to guide social capital and scientific research institutions to invest in industrial fields that are in line with Longhua's development positioning.
