In order to thoroughly study and implement the spirit of the 20th National Congress of the Party, implement the spirit of General Secretary Xi Jinping’s important instructions on intellectual property work and the deployment of national, provincial and municipal intellectual property work, promote the implementation of the spirit of the provincial and municipal high-quality development conferences, and give full play to In view of the positive role of intellectual property in promoting high-quality development, China (Shenzhen) Intellectual Property Protection Center has formulated the following measures based on actual work conditions.

1. Improve basic business efficiency and promote high-quality creation of intellectual property rights

(1) Expand the field of patent pre-examination services. Accelerate the implementation of pre-examination work in the two new areas of high-end equipment manufacturing and jewelry processing, strengthen the team of patent pre-examination talents, and enhance the coverage and radiation of patent pre-examination business.

(2) Serve the innovation and development of enterprises planning to be listed. Carry out special service actions for companies planning to be listed, rely on patent pre-examination innovative pilot services, reduce the time and cost of intellectual property layout for companies planning to be listed, promote the conversion and application of high-value patents, and accelerate the listing process of companies.

(3) Implement the upgrading action of specialized, specialized and new enterprises. Adhere to enterprise-specific policies and one policy for each enterprise, guide specialized and special new enterprises to use intellectual property tools as the starting point to carry out comprehensive patent layout for main products or R&D technologies, and promote the formation of a number of high-value patent results.

(4) Strengthen intellectual property guidance for small and medium-sized enterprises. Give full play to the advantages of patent pre-examination business, formulate a special plan to assist "warm enterprises", and provide rapid authorization guidance for no less than 100 small and medium-sized enterprises around key industrial clusters and future industries, helping enterprises to quickly iteratively launch innovative products.

(5) Increase the screening of abnormal patent applications. In accordance with the relevant requirements of the State Intellectual Property Office on regulating patent applications, strengthen the screening of abnormal patent applications during the patent pre-examination and patent acceptance stages, promptly report suspected clues, control the number of low-quality abnormal patent applications, and improve the overall quality of patent applications. .

2. Strengthen professional capacity building and promote high-quality protection of intellectual property rights

(6) Strengthen technical support for intellectual property cases. Establish a team of technical investigators, explore the professional service model of "technical investigators + patent infringement determination", provide technical consultation, technical investigation opinions and other support for administrative law enforcement cases, and efficiently handle various difficult intellectual property cases.

(7) Deepen the pilot construction of rapid settlement of intellectual property disputes. Optimize the case screening and diversion mechanism, explore and launch an information support system for rapid processing of intellectual property disputes, improve the efficiency of dispute handling, and promote the formation of a service-oriented intellectual property rights protection model.

(8) Improve the ability to resolve diversified intellectual property disputes. Deepen cooperation with courts and administrative law enforcement departments at all levels, give full play to the role of the "Intellectual Property Joint Protection Studio", improve the joint mediation model for the governance of sources of intellectual property disputes, and promote diversified resolution of intellectual property disputes.

(9) Carry out overseas trademark squatting warnings. Regularly send trademark squatting monitoring and early warning reports to key enterprises, provide "one-on-one" response guidance to enterprises with risks, help enterprises strengthen trademark protection and rights protection, and enhance corporate brand competitiveness.

(10) Carry out early warning on overseas patent risks for strategic emerging industries. Proactively grasp overseas patent risks in strategic emerging industries, provide customized overseas patent early warning analysis services for key industries and enterprises in key fields, put forward patent risk avoidance strategies and suggestions, and maintain the safety of industries going overseas.

(11) Actively carry out pilot trials of multi-modal trials of patent reexamination invalidation cases. Explore and carry out joint trials of rights confirmation cases and administrative adjudication cases, establish a case information communication mechanism for administrative adjudication, judicial trials and invalid trials, and open up the rights confirmation-rights protection service chain.

3. Strengthen industrial support and promote high-quality application of intellectual property rights

(12) Deepen the pilot work of patent open licensing. Support state-owned enterprises and universities to participate in patent open licensing, help right holders to easily and quickly realize "one-to-many" open licensing, and promote scientific and technological innovation and achievement transformation of universities and enterprises.

(13) Improve the convenience of patent pledge financing. Provide financial institutions with paperless services for the entire online registration process of intellectual property pledge, accurately optimize the business process of patent pledge registration, and improve the efficiency of registration and financing management.

(14) Accelerate the construction of a national patent navigation service base. Build a high-standard patent navigation, patent early warning, analysis and evaluation working platform, carry out patent navigation services for key industries and key areas, and explore the deep integration of patent information with industrial resources, innovation resources, etc.

4. Create a comprehensive business window and promote high-quality intellectual property services

(15) Promote a new system for intellectual property agency business. Actively promote the new business processing system of the State Intellectual Property Office, formulate operating guidelines for the new business system, optimize the business processing process, shorten the business processing cycle, accelerate the release of new business system efficiency, and strive to provide high-quality "full service" to innovative entities.

(16) Improve the efficiency of intellectual property information services. Give full play to the role of the WIPO Technology and Innovation Support Center (TISC) Shenzhen Center, provide inclusive intellectual property information services around key industries and key areas, guide enterprises to make good intellectual property layout in key areas, and form a number of key patent portfolios.

(17) Improve the "urban linkage" collaborative protection service system. Further promote the optimization of the working mechanism of each sub-window, improve the business system, strengthen the construction of the personnel team, use the geographical advantages of the sub-windows, and combine the regional industrial characteristics to explore the formation of a "urban linkage" regional intellectual property protection collaborative service model.

(18) Actively promote the pilot program for priority examination of invention patents for Hong Kong SAR applicants. Simplify the process, optimize services, guide and standardize Hong Kong SAR applicants to efficiently handle the priority examination business of invention patents in the mainland, and contribute to Shenzhen-Hong Kong intellectual property cooperation and collaborative innovation.
