"This phenomenon reflects that China's economic development is increasingly driven by innovation." Song Hefa, a researcher at the Institute of Science and Technology Strategy Consulting of the Chinese Academy of Sciences who has long studied the relationship between intellectual property and economic development, said that intellectual property-intensive industries, especially patent-intensive industries, The development reflects the effective transformation and application of regional scientific and technological innovation achievements and can promote the high-quality development of regional economy.
This trend is particularly noticeable in this year’s semi-annual economic reports. Guangdong Province, which has long ranked first in GDP rankings, has been working hard to promote the development of intellectual property-intensive industries in recent years. In the first half of this year, Guangdong established 40 provincial-level high-value patent cultivation and layout centers to support the layout of key technology patents in intellectual property-intensive industries, and organized patent navigation for five industries including semiconductors and integrated circuits. With the vigorous promotion of Guangdong Province, its intellectual property-intensive industries have continued to develop, and regional innovation comprehensive capabilities have continued to improve. In the first half of the year, the added value of high-tech manufacturing in Guangdong Province increased by 9.0% year-on-year, and the economic benefits of intellectual property rights were significant, providing strong momentum for high-quality development.
Jiangsu Province, whose GDP also exceeded the 5 trillion yuan mark, was the first region in my country to establish a statistical analysis system for intellectual property-intensive industries. The province conducts quantitative analysis on the patents and trademarks of industrial enterprises above designated size and economic data in national economic industries to lead and enhance the core competitiveness of intellectual property rights in key industries and promote the transformation and upgrading of regional industries. Data show that in 2018, the added value of patent-intensive industries in Jiangsu Province exceeded 1.5 trillion yuan, accounting for 16.27% of the province's GDP. Intellectual property-intensive industries play a significant role in supporting and leading Jiangsu's economy.
It is worth mentioning that Hubei, which was most severely affected by the COVID-19 epidemic last year, has generally shown a good trend of continued recovery, rapid growth, and improved quality and efficiency in economic performance in the first half of this year. Intellectual property-intensive industries have shown surprising resilience under the impact of the epidemic, and the added value of high-tech manufacturing above designated size increased by 51.7% year-on-year. Especially in the pharmaceutical and medical industry, a large number of intellectual property-intensive companies not only successfully withstood the impact of the epidemic, but also bucked the trend and rose. For example, Wuhan Mingde Biotechnology Co., Ltd. relied on its research and development reserves of molecular reagent products during the epidemic to quickly develop new coronavirus detection reagents, achieving a year-on-year revenue growth of 429.43% in 2020. In the first quarter of this year, Mingde Biotech continued to develop rapidly, achieving revenue of 677 million yuan, a year-on-year increase of 2270.97%, and net profit of 341 million yuan, effectively alleviating the economic pressure in Hubei. In this regard, relevant experts believe that the innovation capabilities of intellectual property-intensive industries can enable local governments to respond more actively to risks in adversity, have better ability to withstand stress, and show stronger motivation in economic recovery.
"The contribution of intellectual property-intensive industries to supporting local economic development is not only directly reflected in GDP growth, but also in its ability to drive the continuous optimization and upgrading of local economic structures." Song Hefa suggested that local governments need to increase the development of intellectual property-intensive industries. We will continue to cultivate high-value patents and patent portfolios for major scientific research projects, closely integrate intellectual property rights with products and technical standards, and fully enhance the influence and control of intellectual property rights on industries, thereby further promoting the high-quality development of the regional economy.
