Notice from the Guangdong Provincial Administration for Market Regulation on soliciting demand for projects to strengthen intellectual property rights in 2023

In order to thoroughly study and implement the spirit of the instructions of General Secretary Xi Jinping’s series of important speeches on intellectual property work, fully implement the decisions and arrangements of the Party Central Committee and the State Council on the outline of building a powerful country in intellectual property and the “14th Five-Year Plan”, and accelerate the construction of a pilot demonstration province for a strong country in intellectual property, To further enhance the scientific nature, pertinence and effectiveness of the province's intellectual property work in 2023 and improve the efficiency of the use of special funds, our office will organize a collection of demand for projects to strengthen intellectual property work in Guangdong Province in 2023 in the near future. The relevant matters are hereby notified as follows:

1. Collection requirements

(1) All units are invited to benchmark against the "Outline for Building a Powerful Intellectual Property Nation (2021-2035)", "The 14th Five-Year Plan for National Intellectual Property Protection and Utilization Plan", and "Guangdong Province's 14th Five-Year Plan for Intellectual Property Protection and Utilization" and other document requirements, implement the latest requirements and arrangements for intellectual property work from the State Administration for Market Regulation, the State Intellectual Property Office, the provincial party committee, and the provincial government, and combine its own functions with the needs of this department, region, and industry to promote high-quality development of intellectual property, Provide opinions on the proposed project name, project direction, and reporting entity proposed by our bureau; if you are willing to undertake the project, please fill in the corresponding budget and project performance. Among them, project performance must specify quantifiable assessment performance indicators within the project execution period (in principle, 2023).

(2) All units are requested to carefully plan and propose proposals for strengthening intellectual property work projects in 2023 around the eight major areas of fund use, and fill in the "optional lines" in the project demand collection form (including: project name, project direction, applicant , budget, project performance and opinions and suggestions). Among them, project performance must specify quantifiable assessment performance indicators within the project execution period (in principle, 2023).

2. Scope of collection

(1) Relevant units at the provincial level are requested to fill in the department’s opinion and suggestion demand collection form.

(2) Invite each municipal market supervision bureau to organize various administrative districts and counties, high-tech zones, characteristic industrial parks, incubators and other entities in the region, as well as intellectual property protection centers, rapid rights protection centers, rights protection assistance centers (including branch centers) and other intellectual property rapid protection centers. Institutions, as well as key enterprises and institutions, intellectual property service agencies, social organizations in various industries (industries) and related platforms, etc., fill in the demand collection form, summarize the intentions of the Municipal Market Supervision Bureau, and submit it to the Provincial Market Supervision Bureau.

(3) Other relevant units are requested to log on to the Provincial Market Supervision Bureau (Intellectual Property Office) portal or official WeChat account to download the collection form, fill it in and submit it directly via email.

3. Collection time
