In order to fully implement the key tasks of cooperation between the State Intellectual Property Office and the Guangdong Provincial Government, in accordance with the "Guangdong Provincial Provincial Special Financial Fund Management Measures (Trial)", "Guangdong Provincial Provincial Fiscal Fund Project Database Management Measures (Trial)" and "Guangdong Provincial Provincial Special Financial Fund Management Measures (Trial)" According to the relevant requirements of the Management Measures for Special Funds (Market Supervision and Management) to Promote High-Quality Economic Development, our bureau plans to organize the 2022-2023 Provincial Special Funds for Intellectual Property Work (Co-constructed by the Ministry and Province) project database. The relevant declaration matters are now notified as follows:

1. Application method

Each reporting unit is required to submit the paper application materials (2 copies, except those with special requirements in the application guide) and electronic copies (editable word version and stamped scanned PDF version) to the Provincial Market Supervision Bureau in accordance with the requirements of the application guide. And submit it on the application platform before July 31.

2. Application requirements

(1) In principle, the applying unit should be a scientific research institution, university, enterprise, institution, industry organization, etc. registered in Guangdong Province, and should have independent legal person status. If there are other requirements in the application guide for specific projects, they must be implemented together.

(2) The construction of Qianhai International Intellectual Property Comprehensive Operation Service Center, the construction of Hengqin Guangdong-Macao Deep Cooperation Zone Intellectual Property Comprehensive Operation Service Center, the Guangdong Province Geographical Indication Protection Demonstration Project, and the construction of Guangdong Geographical Indication Town or Geographical Indication Station. The project implementation period is 2 years (2022-2023), and other projects are in principle 1 year. If there are other requirements in the application guide for specific projects, the application guide shall prevail.

(3) Project application materials. The applicant unit shall fill in the application materials in the prescribed format in accordance with the requirements of the project application guide. Relevant attachments must be submitted at the same time when applying. If the application is not submitted in accordance with the regulations or lacks paper or electronic copies, it will be deemed to have failed the formal review and will not enter the expert review process. . Please keep the application materials concise and concise, and do not submit content or attachments that are irrelevant to the application for this project.

(4) The reporting unit shall not apply for the same project twice or apply for special funds in multiple places.

(5) The reporting unit is responsible for the authenticity, legality and feasibility of the declared projects and application materials. If the reporting unit commits illegal acts of making false declarations or defrauding special funds, it will be severely dealt with in accordance with the corresponding laws and regulations, the fiscal funds will be recovered, its qualifications for declaring special funds will be suspended within 5 years, and information about its untrustworthiness will be disclosed to the public.

3. Application procedures

(1) Declaration.

1. The online declaration subject enters the declaration platform http://210.76.74.160/zscq/ (system customer service hotline: 020-87512505) for the first time, clicks the registration button to register, and after the registration is completed, clicks the login button to log in.

2. After logging in, fill in the basic information of the unit and administrator.

3. After entering the system, the applicant searches for the project he wants to apply for in "Declaration Management - Project Application - Fill in Application Form - New Project Application", click the "Declare Now" button on the project details page, and fill in the relevant information on the application page. Information and upload attachments as required to complete the declaration.

4． After completing the online declaration, please submit the paper application materials (5 copies) and electronic copies (editable word version and stamped scanned PDF version) to the relevant departments of the Provincial Market Supervision Bureau.

(2) Project review. The Provincial Market Supervision Bureau will organize experts to conduct a qualification review and review of the applied projects, and list them in the provincial intellectual property special fund project library in accordance with the review results.

4. Application time

The project application time is from the date of issuance of this notice to 17:00 on July 31, 2022. Overdue applications will not be accepted.
