As a component of intellectual property rights, copyright is a basic cultural resource, an important manifestation of innovation, and a pillar industry of the national economy. It has become an important indicator of the country's comprehensive strength and a core element of international competition. Copyright work plays an important role in stimulating the innovative vitality of the whole society, promoting cultural prosperity and development, and building a modern socialist country. The relevant person in charge of the Guangdong Provincial Copyright Bureau said that the enactment of the Copyright Regulations has better filled the gap in local copyright legislation across the country.

Guangdong is a major copyright province in the country, and copyright has become an important engine leading the province's economic development. The added value of the copyright industry in 2020 was 973.510 billion yuan, accounting for 8.79% of the province's GDP, 1.4 percentage points higher than the national average, and accounting for 13% of the national added value of the copyright industry. The person in charge pointed out that Guangdong still has problems such as uneven regional development, unreasonable industrial layout, and unclear transformation benefits to varying degrees. In response to the above problems, the Copyright Regulations focus on enhancing the legal expectations of market entities, striving to build the copyright industry into a propeller for economic transformation, cultural prosperity, technological innovation, and social progress, and comprehensively safeguard the high-quality development of the copyright industry.

According to reports, the Copyright Regulations are the first to be named after copyright and are divided into general provisions, copyright creation and utilization, copyright protection, copyright management and services, legal responsibilities, and supplementary provisions, with a total of six chapters and 40 articles. The "Copyright Regulations" break the traditional legislative thinking, solve problems in terms of institutional mechanisms, innovate in strengthening governance, and promote development. They are based on "encouraging copyright creation, promoting copyright utilization, strengthening copyright protection, strengthening copyright management, and optimizing copyright services." With the idea of trying to open up the entire chain, we strive to form an institutional mechanism with clear boundaries of authority, reasonable division of labor, consistent responsibilities and powers, and efficient operation.
