According to the "Notice of the Guangdong Provincial Administration for Market Regulation on Issuing the Special Action Plan for Stabilizing the Price and Quality of Epidemic-related Drugs and Medical Supplies" (Guangdong Supervision and Administration [2023] No. 3), in order to further promote the rapid acquisition of patents for epidemic-related drugs and medical supplies, The Guangdong Provincial Intellectual Property Protection Center (hereinafter referred to as the Guangdong Protection Center) will continue to optimize the green channel for epidemic prevention-related patent pre-examination services. Specific measures are as follows:

1. If the pre-examination application for patents related to epidemic prevention is a key technology patent in the field of medical equipment such as new coronavirus vaccines, new coronavirus treatment drugs, antigen detection reagents, and medical protective masks, the technical field of the patent pre-examination application is not subject to the "Guangdong Provincial Intellectual Property Protection Center Patent Rapid Pre-examination Technology" Field (classification number)" restrictions.

2. Innovative entities in need need to log in to the electronic application system of the pre-examination management platform (https://gdys.gippc.com.cn/) to complete account registration and filing (see attachment 2 for details). The filing materials must also be accompanied by relevant documents. Relevant certificates for epidemic drugs and medical supplies. After submitting the registration application and filing application, please call 020-31608608 to register. If registered innovative entities need to submit pre-examination applications for epidemic prevention-related patents, please also call 020-31608608 to register.

3. Innovative entities that have completed the registration can submit patent pre-examination applications through the electronic application system of the pre-examination management platform. If they meet the acceptance conditions, the Guangdong Protection Center will give priority to pre-examination services, promptly propose modification suggestions, and issue pre-examination conclusions. At the same time, applicants are requested to actively cooperate and revise the patent rapid pre-examination application documents in a timely manner.

4. The Guangdong Protection Center will strive to provide the industry with more efficient, convenient and high-quality patent pre-examination professional services through the electronic application system of the pre-examination management platform, and protect the intellectual property rights of epidemic-related drugs and medical supplies companies.
