Recently, eight ministries and commissions including the Intellectual Property Office, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology issued the "Guiding Opinions on the Comprehensive Implementation of the National Standard for Enterprise Intellectual Property Management Standards" (hereinafter referred to as the "Opinions"). The "Opinions" aim to comprehensively implement the "Enterprise Intellectual Property Management Standards" (hereinafter referred to as the "Standards") and improve the level of intellectual property management. The "Opinions" are divided into three parts: overall requirements, key tasks and safeguard measures, with a total of 14 articles.

The "Opinions" propose that the main goals are to establish a nationwide policy guidance system for the implementation of the "Specifications" that meets the needs of innovation-driven development by 2020, build a consulting service system that regulates market order, and form a third-party certification that follows a market-oriented mechanism. system to cultivate a professional talent team. Most enterprises with innovative advantages have been guided to establish an intellectual property management system, and the ability of enterprises to use and protect intellectual property rights has been greatly improved, and the contribution of intellectual property rights to enterprises' competitive advantages has been significantly enhanced.

The "Opinions" put forward seven key tasks in total. The first is to optimize the enterprise's intellectual property management system. Promote all types of enterprises to implement the "Specifications", establish an intellectual property management system that is coordinated with business development, guide enterprises to strengthen the construction of intellectual property institutions, systems and talent teams, and integrate intellectual property management throughout the entire production and operation process. The second is to establish a consulting service system. Incentive measures will be introduced to attract various intellectual property consulting service agencies to participate in the implementation of the "Specifications". The third is to strengthen the construction of the certification system. Accelerate the certification of corporate intellectual property management systems and guide and cultivate a number of certification agencies. The fourth is to give full play to the guiding role of various policies. Comprehensive use of fiscal, taxation, financial and other policies to guide enterprises to improve their intellectual property management systems and mobilize their enthusiasm for implementing the Norms. The fifth is to increase efforts in building a talent team. Give full play to the role of various intellectual property training institutions and establish a "standard" training business system. Sixth, create a public service environment. Actively promote the connection between government departments, service agencies and enterprises. Seventh, continue to improve the implementation system of the "Standards".
