In order to implement the task arrangement of "Strengthening the Statistical Investigation of the Transfer and Transformation of Intellectual Property Rights" in the "14th Five-Year Plan" National Intellectual Property Protection and Utilization Plan, according to the work plan, the national patent survey will continue to be carried out in 2022. This work is a statistical survey system approved and implemented by the National Bureau of Statistics, approval number: Guotongzhi (2021) No. 63. The relevant matters are hereby notified as follows:

1. Investigation objects

The 2022 national patent survey targets patentees with valid patents and related patent information in 24 provinces (autonomous regions and municipalities) across the country. Survey samples and questionnaires are provided separately.

2. Investigation arrangements

(1) Adopt the method of unified national planning and local implementation. Develop a unified questionnaire and sign a patent investigation project contract with relevant local project undertaking units to agree on work content, progress, funding and other matters.

(2) Using the online answering method, the project undertaking unit is responsible for organizing the survey respondents to fill in the questionnaire, and carry out supervision and verification work. Our bureau will review the questionnaires and return any questionable or unqualified questionnaires for re-investigation and verification.

(3) After the investigation is completed, summarize the investigation situation and feed back the survey data as needed.

3. Relevant requirements

(1) This investigation is an important basic work to implement the "14th Five-Year Plan for National Intellectual Property Protection and Utilization Plan" and to understand the status of my country's patent activities. It must be taken seriously, responsibilities must be clearly defined, and the organization must be carefully organized to effectively prevent concealment. Reports, omissions, false reports, etc. occur.

(2) This survey is protected by the Statistics Law of the People's Republic of China. Relevant units or individuals must provide the information required for statistical surveys in a true, accurate, complete and timely manner in accordance with national laws and relevant regulations.

(3) It is necessary to clarify the leadership of the bureau, assign special departments to be specifically responsible for the investigation work, scientifically arrange the time schedule, and conscientiously complete the training of investigators, distribution of questionnaires, mid-term inspections, and recycling work to ensure that the main body of the investigation is completed before August 15, 2022. , and submit a report on the investigation work at the same time.

(4) Funds must be strictly managed, funds earmarked for specific purposes, and relevant settlement bills and project fund final accounts reports must be returned in a timely manner in accordance with the financial system.
