Notice from the Office of the State Intellectual Property Office on launching the 2022 demonstration work for building an intellectual property power for enterprises

In order to implement the decision-making arrangements of the "Outline for Building a Powerful Country on Intellectual Property (2021-2035)" and the "National Intellectual Property Protection and Utilization Plan for the 14th Five-Year Plan", we will promote the demonstration work of building a powerful country on IP by classification and classification, and promote enterprises to improve their knowledge. With comprehensive capabilities and core competitiveness in property rights, we will create the first phalanx for the construction of strong intellectual property enterprises and provide strong support for accelerating the construction of a strong intellectual property country. It is decided to carry out the cultivation of national intellectual property advantage demonstration enterprises during the "Thirteenth Five-Year Plan" period, especially in 2019. Based on the implementation of relevant deployments in the past, we will carry out the 2022 demonstration work for the construction of an intellectual property power for enterprises, and organize the application and review of national intellectual property advantageous enterprises (hereinafter referred to as advantageous enterprises) and national intellectual property demonstration enterprises (hereinafter referred to as demonstration enterprises). The relevant matters are hereby notified as follows:

The Intellectual Property Offices of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Xinjiang Production and Construction Corps, the Sichuan Provincial Intellectual Property Service Promotion Center, and all relevant units:

1. Organization evaluation

(1) Condition scope

1. Application conditions. Those applying for advantageous enterprises should be enterprises with certain influence in the region and outstanding intellectual property advantages; those applying for demonstration enterprises should be advantageous enterprises that have been cultivated for three years (including advantageous enterprises recognized in 2019 and before).

2. Review scope. Advantageous enterprises and demonstration enterprises identified in 2019 and before are required to participate in the review.

(2) Digital assessment

Each local intellectual property office organizes enterprises in the jurisdiction to participate in the application and review to fill in the registration information online. After passing the preliminary review according to the corresponding conditions and scope, a unified digital assessment will be conducted. In order to scientifically evaluate the comprehensive capabilities and performance of enterprises' intellectual property rights and improve work convenience and standardization level, this assessment is based on the requirements for building a strong intellectual property country, combined with the international standard "Innovation Management-Intellectual Property Management Guide", optimized and upgraded evaluation indicators, and adopted digital Tools are carried out.

2. Recommendation and reporting

(1) Application recommendation

Each local intellectual property office organizes an evaluation of the applying enterprises that have passed the evaluation, comprehensively evaluates and reviews the results, determines the recommended list of advantageous enterprises and demonstration enterprises, and submits the evaluation results and recommended list to the State Intellectual Property Office. The number of recommended local advantageous enterprises shall not exceed 100 at most, and demonstration enterprises shall be recommended according to the allocated quota (see Appendix 1). "Specialized, specialized and innovative" small and medium-sized enterprises will be given priority for recommendation.

(2) Review and report

Each local intellectual property office conducts a preliminary review of the review enterprises that have passed the assessment, and initially determines the list of advantageous enterprises and demonstration enterprises that have passed the review, and submits it to the State Intellectual Property Office.

3. Review and Identification

The State Intellectual Property Office will review and confirm the evaluation status and recommendation list of applying enterprises reported by each local intellectual property office, as well as the list of enterprises that have been initially determined to pass the review. After it is announced that there is no objection, a document will be issued to confirm the application.

Enterprises that fail to pass the review will retain their qualifications and organize another review within a one-year period. Enterprises that have not passed or failed to participate in the review will be withdrawn from the list.

4. Policies and measures

(1) The State Intellectual Property Office will further intensify the efforts to cultivate advantageous demonstration enterprises, highlight high-quality orientation, strengthen policy support and coordination, regularly organize and carry out evaluations, promote the continuous improvement of enterprises’ intellectual property utilization efficiency and competitive advantages, and effectively support intellectual property rights. Building a strong nation.

(2) All local intellectual property offices are requested to strengthen contact, guidance and services for advantageous demonstration enterprises, based on local work actualities, increase resource integration, introduce supporting support policies, and timely summarize and promote typical cases and advanced experiences of enterprise intellectual property work , give full play to the demonstration and leadership role of advantages.

All local intellectual property offices are requested to do a good job in publicity and guidance, conduct strict review and control, and organize enterprises within their jurisdiction to complete the evaluation and evaluation through the "National Intellectual Property Advantage Enterprises and Demonstration Enterprise Management System" (website: https://declare.cneip.org.cn) Review and recommendation reporting, etc. Specific job requirements and information are sent through the management system.
