According to the "Stamp Duty Law of the People's Republic of China" that will come into effect on July 1, 2022, matters related to the termination of the stamp tax collection business are hereby announced as follows:
1. The collection scope of the "Stamp Duty Law of the People's Republic of China" does not include "rights and licenses". The State Intellectual Property Office will terminate the stamp tax collection business from July 1, 2022.
2. In order to better protect the rights and interests of obligees, relevant obligees are requested to submit a statement of opinion before (inclusive) December 1, 2022 for stamp duties that have been overpaid, wrongly paid, or repaid for less than three years ( Regarding fees) handle stamp tax refund business. After December 1, the State Intellectual Property Office will process stamp tax refunds for right holders in batches.
