In order to implement the decisions and arrangements of the Party Central Committee and the State Council on comprehensively strengthening the protection of intellectual property rights, better exert the effectiveness of rapid collaborative protection of intellectual property rights, and meet the needs of the public and innovative entities, the State Intellectual Property Office has recently promoted the rapid settlement of intellectual property disputes pilot work. All localities actively applied, and 58 provinces, cities, and counties put forward pilot needs. The State Intellectual Property Office carefully reviewed the application plan and determined that Beijing, Tianjin, Jilin, Shanghai, Jiangsu, Zhejiang, Anhui, Shandong, and Sichuan; Nanjing, Suzhou, Changzhou, Ningbo, Jinan, Yantai, Weifang, Zhengzhou, Wuhan, Changsha, Guangzhou, Shenzhen, Foshan, Zhuhai, Sanya, Kunming; Yiwu, Shaoxing Keqiao, Jinjiang and other 9 provinces, 16 cities and 3 counties are the first batch of pilot areas.

The intellectual property pilot work will make full use of the "one-stop" comprehensive protection platform of the Intellectual Property Protection Center and the Rapid Rights Protection Center, gather multiple intellectual property resources, and promote the improvement of collaborative protection mechanisms through administrative protection, judicial protection, social co-governance and other channels. Strengthen rights protection assistance work, promote front-end resolution of disputes, strengthen departmental communication and collaboration, standardize smooth connection procedures, promote the simplification, optimization and rapidity of the dispute resolution process, and promote the participation of multiple forces such as mediation and arbitration. Effectively improve the speed and quality of dispute resolution, give full play to the "full chain" protection effectiveness of intellectual property rights, and provide support and guarantee for creating a good business environment and assisting innovation and entrepreneurship.

All relevant intellectual property management departments must attach great importance to the pilot work, increase organization and coordination, and strengthen condition guarantees to ensure that the pilot work achieves effective results. The intellectual property management departments of all pilot provinces (municipalities directly under the Central Government) should do a good job in overall planning and coordination, strengthen business guidance, give full play to the role of rapid intellectual property protection agencies in the region, and explore the establishment of a rapid settlement system for intellectual property disputes with provincial, municipal, and county regional coordination and departmental linkage. .

Please submit the pilot work plan, rapid settlement specifications for intellectual property disputes, pilot work leader and contact person information to the Intellectual Property Protection Department of our bureau before July 20, 2022. The pilot period is 2 years. From July 2022 to June 2024, pilot units should submit case information on a monthly basis, submit phased progress and typical cases of the pilot every six months, and submit pilot work before June 30, 2024.
