In order to implement the decisions and arrangements of the Party Central Committee and the State Council on the country's medium and long-term science and technology development, accelerate the implementation of the "14th Five-Year Plan" and medium- and long-term development plans for science and technology in colleges and universities, the "14th Five-Year Plan for Promoting the Development of Small and Medium-sized Enterprises" and the " The 14th Five-Year Plan for National Intellectual Property Protection and Utilization Plan will promote the strengthening of innovation cooperation between universities and enterprises and promote the deep integration of innovation and industrial chains. The Ministry of Education, the Ministry of Industry and Information Technology, and the State Intellectual Property Office decided to jointly organize the "Thousands of Schools and Thousands of Intellectual Property Rights" "Enterprise" Collaborative Innovation Partnership Action (referred to as "Thousands of Schools and Tens of Thousands of Enterprises" Action). 1. Overall requirements

2. Main objectives
In five years, we will focus on major national strategic needs and common issues in industrial development, add about 30 key core technology integration research platforms and about 100 Ministry of Education engineering research centers, promote the construction of a number of school-enterprise innovation consortiums, and carry out education The Ministry of Engineering Research Center has optimized and integrated, jointly deployed a number of collaborative research tasks, supported universities and enterprises to explore new mechanisms and new models of collaborative innovation, and achieved accurate results with universities based on the characteristics of leading enterprises, specialized small and medium-sized enterprises and innovative small and medium-sized enterprises. Docking, carrying out different forms of innovative cooperation, breaking through a large number of key core technologies and common technologies that restrict the high-quality development of industries, strengthening the intellectual property layout that drives corporate demand and market orientation, and organizing and promoting more than 1,000 universities to support and serve more than 10,000 companies High-quality development of enterprises.
3. Key tasks
(1) Collaborate on a number of key core technologies. Efforts will be made to promote strategic cooperation between universities and leading enterprises in the industry, "little giant" enterprises specializing in specialization and specialization, and small and medium-sized enterprises specializing in specialization and specialization. Focusing on the innovation needs of enterprises, we will explore the establishment of a "unveiling the list and taking charge" mechanism, and use the technology of enterprises to set questions and collaboratively answer questions. Research model to improve the efficiency of collaborative innovation between universities and enterprises. Support key "little giant" enterprises to use financial awards and subsidies to carry out school-enterprise innovation cooperation.
(2) Promote the creation of a number of innovative alliances. Support universities, leading enterprises, and small and medium-sized enterprises to jointly establish various forms of innovation consortiums such as key laboratories, research institutes, technology centers, engineering centers, and industry-university-research bases, strengthen the research and development of key core technologies and common technologies, and explore patent ownership sharing and revenue Cooperation mechanisms such as rights transfer can promote the sharing of scientific and technological achievements. Guide the intellectual property ownership and income distribution of innovation consortiums, and encourage the use of the "Guidelines for the Development of Intellectual Property Related Terms of Industry-University-Research Cooperation Agreements (Trial)" to prevent the risk of intellectual property disputes. For innovation consortiums that jointly undertake key research tasks and achieve good results, support the construction of the Ministry of Education’s Engineering Research Center, Manufacturing Innovation Center and Industrial Technology Basic Public Service Platform.
(3) Optimize and integrate a number of technological innovation platforms. Adhere to problem orientation and system layout, strengthen top-level design, take major research tasks as a guide, optimize the construction layout of integrated research platforms, and provide support for the development of key areas. Organize and carry out the optimization and integration of the Engineering Research Center of the Ministry of Education, with the goal of serving major national strategies and high-quality economic and social development, and attract leading enterprises and high-quality small and medium-sized enterprises around key core technologies, industry common technological breakthroughs, and engineering industrialization applications of scientific and technological achievements. As a co-construction unit, through adjustment, enrichment, integration, etc., we will promote the engineering center to continue to strengthen its innovation capabilities, and effectively provide support for improving the modernization level of the industrial chain and supply chain and promoting high-quality development of the industry.
(4) Explore the recruitment of a group of expert professors as technical mentors for small and medium-sized enterprises. Implement the "school-enterprise dual employment" system, select a group of expert professors to serve as technical mentors for specialized and new small and medium-sized enterprises, provide enterprises with "one-on-one" technical consulting and guidance and other support, and promote the research results and patented technologies of expert professors in enterprises Achieve industrial application, bring a batch of technologies, promote a batch of projects, and solve a batch of problems.
(5) Select a group of doctoral students to be dispatched to provide technical services to enterprises. Establish the "Blue Fire Doctoral Working Group" to organize doctoral students and young teachers to go deep into the enterprise every year based on local and enterprise technical needs to provide scientific and technological innovation services to the enterprise and help solve the company's practical problems. At the same time, it serves as the enterprise's university liaison officer , as a bridge and link between enterprises and universities, helping enterprises to connect with innovative resources of universities.
(6) Promote the implementation of a number of university patent open licensing projects. Organize universities to actively participate in special patent conversion plans, select technologies with market potential, wide application, and strong practicality to participate in patent open licensing, encourage exploration of multiple pricing models such as phased licensing, and reduce technology acquisition costs for small and medium-sized enterprises. Organize special docking activities and online areas to centrally publish open licensing patent information and promote the transformation of university patented technologies into real productivity.
(7) Cultivate and incubate a group of specialized and new small and medium-sized enterprises. Encourage university researchers and college students to use original technologies to establish small and medium-sized enterprises, and guide university expert teams, university science parks, small and micro enterprise entrepreneurship and innovation demonstration bases, small and medium-sized enterprise public service demonstration platforms, and the National Small and Medium Enterprises Development Fund to increase their support for innovation and entrepreneurship. Support efforts will be made to promote the incubation of colleges and universities to cultivate a group of specialized small and medium-sized enterprises and innovative small and medium-sized enterprises.
4. Organization and implementation
(1) Establish a coordination mechanism. The Ministry of Education, the Ministry of Industry and Information Technology, and the State Intellectual Property Office will strengthen communication and coordination, build and improve the collaborative innovation docking mechanism between universities and enterprises, promptly summarize and promote typical experiences and practices in school-enterprise cooperation, and vigorously create an environment and atmosphere for deep integration of industry, academia, and research. . (2) Increase incentives and guidance. (3) Mobilize social forces. Guide various technology transfer centers, small and medium-sized enterprise service agencies, intellectual property service agencies, and industry associations to strengthen the provision of services for industry-university-research cooperation between universities and enterprises, explore the construction of university intellectual property rights, scientific and technological achievement transformation databases, and enterprise demand databases, and innovate docking and cooperation methods. Use informatization and other means to establish and improve a normalized mechanism for school-enterprise docking, reduce docking costs, improve docking efficiency, and promote collaborative innovation.
